Research On Classification And Compensation Of Ecological Forest In Guangdong Province

With the development of social productivity and the improvement of living standards, society increasingly focus on the ecological environment security. Ecological forest plays an important role in soil and water conservation, climate regulation, maintaining biodiversity, ecological environment improvement, etc. Compensation of ecological forest is to promote the sustainable development of ecological forest and ensure the safety of the ecological environment. Since the implementation of ecological forest compensation in 1999, Guangdong province has been setting up the ecological forest compensation in one standard without distinguishing different ecological areas, which led to the poor motivation in forest management. In view of Pareto Improvement existing in ecological forest, as well as the differences in management and ecological importance of ecological forest, this paper aims to answer two main problems: Guangdong province how to scientifically classify the ecological forest, and how to compensate on the basis of the classification. It is in order to improve the management enthusiasm of the ecological forest, protect the ecological environment, and promote the sustainable development of ecological forest.Firstly this article classified why ecological forest should be compensate by theory combing, and find out the existing problems in ecological forest of Guangdong; secondly by the method of description statistics and comparative analysis, studying how to determine the classification standard, and the compensation level of ecological forest in Guangdong province. Calculating the compensation level of different stages and so on, and compared with the existing compensation mechanism analysis; finally putting forward the corresponding countermeasures and incentive measures, to ensure the implementation of classified compensation.This paper comes to following conclusions:(1)The classified compensation of ecological forest is the important measure to implement the "Pareto Improvement" in compensation of ecological forest, for making up the insufficient funds of ecological forest compensation, improving the enthusiasm of management, promoting the sustainable development t of ecological forest, and ensuring the coordinated development of economy, society and resources environment.(2)Determining the classified standard of ecological forest for ecological importance and forest category, and in order to classify compensation, ecological forest in Guangdong province can be divided into strictly forbidden area, generally forbidden area, general limited area and special limited area; On the basis of classification, compensation level of ecological forest should be gradually raise in stages according to the fiscal capacity of Guangdong province. The resent standard of compensation should be determine by the forest land rent; the medium-term compensation standard should be lumber yield, as well as the long-term compensation standard should be ecological service value. Finally, calculating and comparing the amount of compensation in the different stages.(3)To ensure the implementation of classified compensation of ecological forest in Guangdong province, we should strengthen the construction of forest resource management database, explore diversified compensation mode, innovate management of ecological forest, and perfect the relevant legal system, etc.
