Case Analysis On Ecological Compensation Standard Of Different Kinds Of Public Welfare Forest In Fujian Province

Ecological compensation standard of public welfare forest is the product of classified management about forest.It's an important way to protect public welfare forest.Case analysis of different types of ecological public welfare forest applys the method of net realisable value and annuity present value calculation formula to calculate economic losses of owners,and summarizes the enlightenment and suggestions.On the basis of measurement,using the method of stepwise regression to measure and analyze the factors affecting the difference between the real loss and the current compensation standard,then provide reference for classification of compensation standards.Finally put forward the useful suggestions.First of all,this paper expounds the status of the public welfare forest in Fujian province and its compensation standards,preparing for the study on measuring and comparing ecological compensation standards of different types of public welfare forest.Secondly,this paper uses the net realisable value and annuity present value method to analyze different case.These cases are divided into four categories:increasing or decreasing income in the public welfare forest,public welfare forest in rich or poor areas,the success or failure of rich or poor areas about public welfare forest and the public welfare forest of different ownership(a total of 10 cases).Through analysis and comparison of each type,it is concluded that:(1)Although changing into the public welfare forest,it maybe not lose the income,the key is if developing public welfare forest economy and ecological tourism or not.If lose the income,shall improve the compensation standard by calculating the economic loss of the public welfare forest and adjust measures to local conditions to develop public welfare forest non-wood value,which can reduce the loss;(2)It's important to implement the regional policy of ecological compensation:in the developed areas,existing compensation standard can stay this level,at the same time the local ecological function of public welfare forest should be strengthened,and in the undeveloped areas compensation standard should be increased to protect the enthusiasm of farmers forest protection;(3)Successful protection lies in the understanding of forest in place,the compensation funds,the management and supervision of public welfare forest 5 high compensation standard,and harsh punishment;(4)Different ownership leads to the different loss,so the compensation standard should be different,and multi-family operation of public welfare forest can reduce losses.Thirdly,on the basis of case analysis,this paper using stepwise regression analysis to measure the difference between the real economic loss and the current compensation standard,obtains the model.The influence factors include the accumulation of mu,tree species and age,so the compensation standards should be classified according accumulation of mu,tree species and age.Finally,in order to protect the public welfare forest,this paper puts forward suggestions to formulate and implement compensation standards of ecological forest.
