Research On The Country Social Security Problem And Countermeasures Of Hu Nan Province

With the deepen of the socialist market economic system, the life of our farmers improved greatly but the farmer's market risk become even bigger. At the same time,agriculture are closely related to the climate,the industry have the risk in nature,and with the population aging and the family structure, becoming small size,the traditional security system has been difficult to continue.The development of rural economic need to ensure effective protection system, to enhance its hedge against aging,illness,death,injury, disability and other incidents.However, with the urban social security system comparison, China's rural social security system in the project content, the level of financial security and protection they have great difference.Therefore, the establishment and improvement of China's rural social security has become an important content at the present stage.This paper adopted a positive analysis and normative analysis,qualitative analysis and quantitative analysis method, using the basic theory of social security focused on analyzing the situation of rural social security in Hunan history, current situation,the results achieved and problems.The article is divided five chapters, Chapter 1 of Introduction,the main topics of papers presented the background and significance, and so,Chapter 2,focused on analyzing the related theories of social security in rural areas.Chapter 3 in rural areas of Hunan history and current situation of social security were introduced, Chapter 4 focused on analyzing the problems and their causes.Chapter 5 focuses on rural social security system in foreign countries, mainly including Japan,Germany, France and other developed capitalist countries in the implementation of the rural social security system, and summarized them, and the social security system in rural areas of Hunan building a certain The Experience. Chapter 6 as a key part of the article put forward a sound social security system in rural areas of Hunan and constructive ideas,including perfect system,perfect legal institutions,deepening the understanding,expanding funding sources and so on.In the end of the article, Hunan's rural social security system construction and development trends predicted.
