Land resources for human subsistence and production activities of public resources is the fundamental source of social productive forces. Rational use and effective protection of the land is a basic policy of our country. Land and resources management at the intersection of the reforms in China,is a major player. After De reform and opening up for 30 years, China has made tremendous economic and social achievements. In the same time, urbanization and industrialization, coupled with inadequate land resources management system Mu Qian, Tudipeizhi inefficient, land resources, are effectively protected. The land expropriation procedures are not fully reflecting the social justice. Legal rights of landless peasants have not been fully protected so that with more and more land-related conflicts, and even lead to mass incidents.It caused great impact in social harmony and stability in China.Premier Wen Jiabao pointed out that the land is Basic Thing. Building Service Government requested the Government to a people-oriented government, limited government, rule of law and responsible government. Service-oriented government is the inevitable choice in China at all levels of government. Land and resources entrusted with land resources, mineral resources, marine and other natural resources planning, management, protection and rational utilization of the task.But the building service-oriented government of the land and resources put forward higher requirements. Therefore, the functions of land and resources scientific orientation is crucial. Enhancing the level of performance of public service functions require construction of public service-focused performance evaluation system, strengthening the building of e-government to improve service efficiency, improve citizen participation in land and natural resources services mechanisms to improve public service delivery; enhance the quality of public services, land and natural resources team in these areas.
