The Application Of Green GDP Calculation Of Lengshuitan District, Yongzhou

Gross Domestic Production (GDP) is an important indicator for weighting the economic and social progress of the country or a region. However, the System of National Accounts(SNA) centering on the traditional GDP neglects the cost of natural resources and the environmental factors, and can not exhibiting the real relationship between costs and benefits. From this, have come into being to economic and social development misleading effect, have aggravated want of natural resources and environmental pollution. People should take the consumption of natural resources and the destruction on environment into consideration when pursuing economic growth. It is necessary to establish green GDP to appraise the sustainable development condition. Modification of the present system is therefore urgently needed. Construction of green GDP accounting system should follow the principle of dynamics, with the study further in-depth and continuous improvement. In this paper, the green GDP accounting methods of the theory and research, combined with the characteristics of Lengshuitan District, Yongzhou to build a green GDP accounting system of Lengshuitan District and the local economic and social development were proposed. In the build process, to comply with the dynamic nature of the principle of the model in theory reserved for open space, with the resources and the environment the value of the constant in-depth study of accounting, people can research the introduction of the new theoretical model, the formation of new examples of practical models analysis of resources and the environment that can adapt to dynamic changes and economic development.Combined with the level of detailed survey data, this article has integrated utilized estimate methods such as cost price method, net price law, market value method and so on, has carried on and the estimate to Lengshuitan District's green GDP of 2005-2007 year has been carried on. According to the analysis of the full text studies, the results show that:In Leng Shui Tan District,2005-2007 Green GDP were 5,681,91.94Yuan,6,31978.73 Yuan, and 7,681,37.68 Yuan, respectively, the proportion of GDP that year accounted for 98.3%,98.09% and 97.8%, due to industrialization Leng Shui Tan District area is not high, and therefore the destruction of resources and the environment is relatively small, and in recent years, the Government attaches to the work of afforestation and reclamation of wasteland, so the green GDP accounting for a higher proportion of GDP. It shows that the area will be sustainable development of the situation better on the whole, but the economy is still part of the annual total is not sustainable, at the expense of natural resources and ecological environment in return.In view of the fact that many loss's calculation methods are difficult to apply, certain data is not available and part of environmental value is hard to monetize, so this research studies the cost of resources and the environment is lower than the actual loses. But, this result can be seen as the lower limit of the actual loss and to be conservative and reliable data.
