Research On Assessment Of Green Highway Based On Sustainable Development Theory

With the vigorous development of the highway construction, highway brought in many positive effects, but also produced some negative effects in social, ecological and environment, and the negative effects were even more significant. So building a highway called green highway,which can weaken negative effects, coordinate with the ecological environment and possess prospect of sustainable development has become an inevitable trend. But green highway as a new highway, its development process will be perfect gradually.With its rapid development, at the same time, how to make an effective assessment on green highway, to guide the development of green highway towards healthy and orderly direction,which has gradually become the key and difficulty of guiding green highway construction. Therefore, on the basis of understanding green highway construction correctly, building comprehensive assessment index system of green highway and assessing green highway synthetically,which can promote the construction of green highway and make the development of green highway with more evidence.Therefore, research on assessment of green highway based sustainable development theory has important theoretic value and practical significance.Based on sustainable development theory, we analyzed the connotation of green highway and defined the total life cycle of green highway. According to the requirements and principles of constructing indicator system of green highway, utilize pressure-state-response model of sustainable development index system to establish PSR frame model of green highway assessment. By using the model, combining experts’opinion, we constructed assessment index system of design, construction and operation phase of green highway,then analyzed the content and measurement methods of each index. Comparing common methods of calculating index weight and comprehensive assessment, and combining with characteristic of each index system established, we choosed order relation analysis method to determine index weight, used green degree and fuzzy comprehensive assessment method for assessing green highway. Finally, we used mianyan road reconstruction project as an demonstration analysis, then proposed measures and suggestions of green highway construction.
