Tourism and Cultural Industry is a kind of Low-carbon Industry, and is known as the "sunrise industry" in 21st century. Its economic status is cared by all levels of government because of the pulling effect of macroeconomic becomes increasingly prominent. Since the reform and opening up, China's Tourism and Cultural Industry has developed rapidly and shown a strong vitality and vigor. Tourism and Cultural Industry is a promising market and has good relevance of industrial. Therefore, the state and government at all levels regard the development of tourism and cultural industry as a new growth point of regional economic development. Hunan is one of the first provinces which regard tourism and cultural industry as pillar industry and leading industry. However, from the present situation of the current development, Tourism and Cultural Industry has a big gap with the pillar industry whether the basic conditions for its own or driving effect on the economy as a whole. How to use the advantage of the tourism resources in Hunan Province, speed up the development of tourism and cultural industry and promote tourism and cultural industries in Hunan optimization and upgrading, is an important topic worthy of study.In this paper, following the objective laws of tourism and cultural industry development and in accordance with the objective reality of tourism development in Hunan Province, we regard tourism and cultural industry in Hunan Province which has the five key indicators:demand, supply, infrastructure, spatial structure and the industry environment as the research object.By the comparison of horizontal and vertical, index system, data processing, index of quantitative analysis, we found that these indexes have some problems such as demand lagging consumer marketing, The main power supply weak, poor infrastructure, lack of complementary effect in spatial structure, industrial environment and industrial development requirements uncoordinated and so on.To solve these problems,these strategies should be taken to address these issues: subdivision tourism market segments domestic and international, expand consumer groups;optimize the industrial chain, cultivating brands and enhance market competitiveness of the supply main; strengthen transport and information infrastructure construction, infrastructure optimization, reducing travel additional cost; promote tourism and cultural industry cluster development, improve the linkage sites complementary effect; strengthen government guidance and sustainable development in order to achieve sound and rapid development in tourism and cultural industry in Hunan Province.
