Research On Mechanism Of Construction And Operation Of Ecological Civilization

The problems that brought by rapid population growth, over-consumption of resources, pollution and ecological damage, obviously threatens human beings' survival and development; with the material comforts from our conquest and transformation of nature. Our people begin to reflect the industrial civilization and search for new path of development. As the social paradigm of sustainable development, ecological civilization theory offers a new solution to these problems. Ecological civilization establishes a harmonious, orderly, equal and balanced relation between human, society and nature through active optimization,adjustment and improvement to the relation between human and nature, which makes a qualitative leap in the field of ecological environment, economic development, political .civilization, social progress and culture. It is the fundamental way of sustainable development.Since 1980s, our country have been paying more and more attention to construction of ecological civilization. In October 2007, the 17th CPC National Congress delivered a report that building ecological civilization is milestone in the exploration of it. But at present, ecological civilization is rather than a political concept and academic idea. And at a deeper level, it is the weak academic link and the overall, urgent and fresh strategic issues to all governments. So we must search effective way to build ecological civilization and promote comprehensive continuous and healthy development of our economy.This paper researches on mechanism of construction and operation of ecological civilization which includes four parts.. The first part mainly describes the origin, meaning, concept, research and its methods at home and abroad and framework of this topic. The second part researches for the drive mechanism, regulatory mechanism, preventive mechanism of building ecological civilization in five perspectives of ecological environment, economy, politics, society and culture. The third part is empirical analysis. It analyzes the mechanism of construction and operation of ecological civilization in typical area, learn lessons, find problems and their solution, where in Sandu Shui Autonomous County, Guizhou Province. The last part is to summarize the main idea of this paper, meanwhile, point out its limitation and future research direction.Innovations of this paper are mainly embodied in two sides. One is innovative study. It finds the obstacles, stimulus and gives theoretical support of ecological civilization building, by analyzing drive mechanism, regulatory mechanism and preventive mechanism of building ecological civilization. The other is innovative perspective. Based on the theory system, it researches on regulatory mechanism of building ecological civilization, and supply a new perspective for ecological civilization research.
