The Evaluation And Development Countermeasures Of Ecological Civilization Construction In Guizhou

With the gradual development of human society,industrial society has brought great environmental pollution and social problems to mankind.Since the 80 s of last century,western scholars have reflected on the human society and put forward the concept of sustainable development.From this moment,human society has begun to transition from industrial society to ecological civilization.At the beginning of this century,the Communist Party of China,in reflecting on the construction of the 30 years of reform and opening up and drawing on the ideas of the sustainable development of foreign countries,creatively put forward the goal of the construction of ecological civilization.From this,the Chinese provinces have carried out the research on the construction of their respective ecological civilizations and put forward the strategies for the construction of ecological civilization in different fields.Guizhou is located in the western region.Now it is in the stage of rapid economic development.The contradiction between human and land is prominent and the natural conditions are bad.It faces the dual pressure of economic development and environmental protection,and the target system of ecological civilization is lacking.It urgently needs research on ecological civilization construction to guide its economic and social development in an all-round way.This article read a lot of documents,according to related theories and practice,and combined with the characteristics of Guizhou Province,put forward an index system suitable for Guizhou's ecological civilization construction.It includes three aspects,including eco economic construction,ecological natural environment,ecological and social livelihood,including 21 indicators and their weights.Then the comprehensive evaluation value of ecological civilization construction in Guizhou province and its subordinate cities was calculated according to the relevant data of China Statistical Yearbook,and a comprehensive quantitative analysis was carried out from the index analysis,spatial econometric analysis,related factor coupling analysis and the form of sub region,and the construction of ecological civilization in Guizhou Province in the future was put forward.Ways and countermeasures.The main conclusions of this paper are as follows:(1)the construction level of ecological civilization in Guizhou province is rising year by year in the 2007-2016 years.Although there are some fluctuations in various cities,it can be said that the construction of ecological civilization has made great progress.The development of the two level indicators is divided into three stages.The first stage: from 2007 to 2009.In this stage,the construction of ecological civilization is mainly based on the construction of ecological and natural environment.The second stage: from 2010 to 2014.In this stage,the construction of ecological civilization is mainly based on the construction of ecological society and economy.The third stage: from 2015 to present.At this stage,the construction of ecological civilization is mainly based on the livelihood of the people in the ecological society.From the perspective of regional distribution,the level of ecological civilization construction in Western Guizhou is secondary.Secondly,the northeastern part of Guizhou province and the northwest of Guizhou province have low level of ecological civilization construction.The construction of ecological civilization does not have the effect of spatial agglomeration,the construction of ecological civilization in the province is still in a decentralized state,and the construction of ecological civilization in Guizhou shows a negative correlation effect,which shows that the construction of ecological civilization between space is very different.The level of ecological civilization construction in central and Northern Guizhou is relatively high.(2)From 2007 to 2016,the structure of energy utilization can be roughly divided into two stages,from 2007 to 2009.In this stage,the structure of energy utilization can not keep up with the steps of the development of ecological civilization.From 2010 to 2016,it is the coordination stage.The characteristics of this stage are the two systems of energy utilization structure and ecological civilization construction in Guizhou province.However,the coordination degree is still not enough,which belongs to the stage of the initial coordination.This shows that the structure of energy utilization still needs to be optimized and improved,so as to coordinate with the construction of ecological civilization.In the ten years from 2007 to 2016,the evaluation index of energy utilization structure has been lower than the comprehensive index of ecological civilization construction,which shows that the improvement of energy utilization structure can not meet the progress of ecological civilization construction,and the backward energy utilization structure will restrict the improvement of the ecological civilization construction level.(3)From the view of the ecological civilization construction of various cities in Guizhou Province,the common characteristics are: first,the level of ecological environment construction is low,so each city should increase the protection of the natural environment and the intensity of energy saving and emission reduction of industrial enterprises.Two.The construction of various sub projects in the construction of ecological civilization is not balanced.The construction of the people's livelihood in the society is obviously higher than that of other aspects,the development of ecological economy is slow and the ecological environment construction is slow.From each city,Guiyang's ecological livelihood and livelihood development is fast,but it should pay more attention to the protection of the natural environment;the development of Liupanshui is more balanced.In the future,it should pay more attention to the construction of ecological and natural environment;the development of Zunyi is not balanced,the construction of the people's livelihood and the protection of the natural environment are greatly changed;The people's livelihood in the city's ecological society is low in the province,which shows that Anshun has not invested much in the people's livelihood in the past few years,hoping to introduce new models in the people's livelihood.The ecological protection of Tongren and Bijie is slower and the ecological economy is more bottom,but great progress has been made in the social and people's livelihood.The construction index of ecological civilization in this paper is based on the special development of Guizhou province.The index system includes the social and economic development,the environment and the livelihood of the people.The conclusion of the study provides a reference for the overall development of Guizhou province and the development of its prefecture level city.
