Research On Anhui Software Industry Technologica Innovation System And Policy

Under the circumstance of rapidly-developing software technology, with the complicated and diversified market, the technological innovation of software industry has not only taken the single innovating subject to develop, but rather to consider a wide range of innovative elements and resources. In Anhui Province, it is very significant to establish the technological innovation system of software industry, which is unified and harmonious, to promote the rising of the central parts. This paper targets the problems encountered in the process of establishing the innovation system of software industry, surrounding the internal function mechanisms as well as innovating policies and measures; comprehensively analyses the connotation, characters, concepts of software industry policies and the studies on related theories about technological innovation system from scholars at home and abroad. By constructing the framework of the innovation system of software industry in our country, the paper studies the influence and relationship between different factors. By using the multi-angled analyzing methods, the paper clears out the role of every factor in the system, determinates the external environment and objectives of this system. It comparatively analyzes the characters of regions superior in software industry and different experiences on policies in related areas. By the use of diamond-theoretical analysis, SWOT analysis, empirical analysis, this paper systematically analyzes the development and innovating ability of software industry, puts forward the conception of establishing software industry in Anhui Province. Pointing to the disadvantages and shortages of innovation system in Anhui Province, it further proposes to reconstruct the innovating subjects, to strengthen distinctive software park and to use three kinds of developing modes.
