At present,the pharmaceutical manufacturing industry is one of the fastest growing industries in the world,and because of its great importance to the public health and the quality of the people's life,it is also a highly valued industry of all countries in the world.With the strengthening of the protection of intellectual property and the development of new drugs becoming more and more difficult,the countries of the world have introduced the policy of encouraging drug innovative to promote the technological innovation of the pharmaceutical manufacturing industry from the perspective of the government.However,compared with foreign developed countries,the technological innovation output of pharmaceutical manufacturing industry in China has a certain gap.Therefore,it is of great significance to probe into the influence of government science and technology policy on the technological innovation output of pharmaceutical manufacturing industry in order to promote the development of Chinese pharmaceutical manufacturing industry.This paper focuses on the impact of government technology policy on the technological innovation output of pharmaceutical manufacturing industry.Firstly,the main concepts involved in this paper are defined,and the relevant literature on the impact of government science and technology policy on the technological innovation output of pharmaceutical manufacturing industry is summarized and reviewed.Secondly,the existing problems were found through the analysis of the current situation of technological innovation output of pharmaceutical manufacturing industry in China and abroad,and we can find out the reasons for the problems in the policies by comparing with the science and technology policies of foreign pharmaceutical manufacturing governments.Thirdly,based on the literature research and expert interviews,a causality model of system dynamics is established to reveal the internal mechanism and feedback loop of the impact of various government science and technology policies on the technological innovation output of pharmaceutical manufacturing industry.Fourthly,based on the relevant data of pharmaceutical manufacturing industry,this paper makes descriptive statistics on the relevant quantitative indicators of the technical innovation output of pharmaceutical manufacturing industry and the government science and technology policy,and then analyzes the effects of each government science and technology policy on the technical innovation output of pharmaceutical manufacturing industry and its sub-industries by using the grey relational system model.Fifthly,according to the difference of the effect of government science and technology policy in pharmaceutical manufacturing industry in the fifth chapter,the areas where government science and technology policy in pharmaceutical manufacturing industry still needs to be improved in the third chapter and the actual development needs ofpharmaceutical manufacturing industry in China,relevant suggestions for optimizing our government's science and technology policy are put forward.This paper draws the following conclusions: the empirical analysis shows that each government science and technology policy has positive correlation with the pharmaceutical manufacturing industry and sub-industries,but the implementation effect of each government science and technology policy is different.In general,the government R&D investment policy and the government tax preferential policy are the key factors that affect the technological innovation output of pharmaceutical manufacturing industry,and the incentive effect is better.The influence of government's science and technology talent policy on technological innovation output of pharmaceutical manufacturing industry ranks third.Government financial policy has the least influence on the technological innovation output of pharmaceutical manufacturing industry,so the effect is not very effective.For pharmaceutical manufacturing sub-industries,the specific ranking of the effectiveness of the implementation of science and technology policies is different.The government should adjust and improve the relevant policies according to the different characteristics of the pharmaceutical manufacturing industry and its sub-industries and the effect of policy implementation.At the same time,on the basis of comparing with the influence of foreign government science and technology policy on the technological innovation output of pharmaceutical manufacturing industry,the following suggestions are put forward.In the aspect of government R&D investment policy: continue to increasegovernment R&D investment,guide pharmaceutical enterprises to increase innovation investment,give full play to the role of government guidance,and create a good development environment for improving the innovation level of pharmaceutical manufacturing industry.In the aspect of government financial policy:(1)guide the development of various financing channels for the pharmaceutical industry through government financial policy,break the single status quo of financing channels,continuously improve the financial service market system of China's pharmaceutical industry,and stimulate the consciousness of pharmaceutical enterprises to increase innovation investment by using financial instruments;(2)perfect the financing system of intellectual property pledge in China;(3)improve and perfect the relevant system of Venture Capital in Pharmaceutical Industry.In the aspect of the Government's preferential tax policies:(1)increase operational rules,simplify application procedures,and expand the scope of tax incentives;(2)change the way of tax incentive,strengthen the prior preferential tax measures,and form a full-process tax support policy;(3)formulate preferential tax policies for small and medium enterprises.In the aspect of the Government's policy on scientific and technological talents:(1)make full use of the government's guiding role and strengthen the incentive policy for medical R&D talents in China;(2)Innovate the cultivation mechanism of medical R&D talents;(3)Innovate the mechanism of attracting and motivating medical R&D talents.
