Study On The Evaluation Of Technological Innovation Capability Of Technology Based SMEs

In the knowledge economy times, the ability of technological innovation is more and more important, becoming the profiting methods and motivations to continuous development of enterprises in the fierce market competition, especially for the science and technology-oriented mid-and small-scale enterprises which base on the commercialization of achievements of technological innovations. In the rapid development of science and technology of the21st century, the science and technology-oriented mid-and small-scale enterprises not only have researched and developed a large number of achievements of technological innovations, but also have created many high-tech products, their important role of technological innovations in improving the core competitiveness of industries and transforming economic growth mode has been proved continuously by practice. The ability of technological innovation is the key of science and technology-oriented mid-and small-scale enterprises to raising market competitiveness. While whether these enterprises are competitive and their degree of competition are mainly related to their overall ability of technological innovation, so for the science and technology-oriented mid-and small-scale enterprises, related evaluation research on their ability of technological innovation is significant from the perspective of reality and theory.At first, based on the analysis and summary on domestic and overseas scholars’research achievements, this thesis defines the enterprises’ technology innovation ability from the perspective of technological innovation process, and analyzes the constituent elements and characteristics of technology innovation ability, and make a deep analysis of the characteristics of small and mid-sized enterprise technology innovation. The author, based on the above research, builds the evaluation index system of small and mid-sized enterprise technology innovation ability from aspects of product research and development ability, production ability, innovation management ability, innovation investment ability, marketing ability and financial management ability, analyzes and measures this system from aspects of quantitative index and qualitative index. Then by comparing the common assessment methods, the author chooses the osculating value method as small and mid-sized enterprise technology innovation ability evaluation method, and chooses the fuzzy hierarchy comprehensive evaluation method as the evaluation method of small and mid-sized enterprise technology innovation effect. Finally, the thesis chooses a technology-oriented mid-and small-scale enterprise to carry out empirical research, based on the evaluation index system and evaluation model which is builded above, and evaluates comprehensively on the enterprise technological innovation ability and technological innovation effects from aspects of qualitative and quantitative indicators, and verifies the feasibility and the scientificalness of the evaluation index system this thesis builds.Through evaluation of technological innovation ability for small and medium high-tech enterprises, this article on the one hand provides reference for venture capitalists to choose and invest the promising small and medium high-tech enterprises, on the other hand helps the managers of small and medium high-tech enterprises analyze its technical innovation ability and determine technical innovation target. At last, it also can provide references for supervision department to strengthen management and formulate related policies.
