As more and more seriously global competition and the wave of technological innovation fluctuates, technological innovation became the critical elements not only for the development and survival of the enterprises but also for the competition advantage of a country. Today, technological innovation is one of the most important subjects in the field of academic research. However, from general point of view, the present state of domestic innovation is far from being optimism. Our development of economics always go with the seriously pollute circumstance and waste resources. It is important for us to research the innovation theory and analyze the intrinsical characteristics of the innovative activities.A various comprehensive studies regarding technological innovation have been studied by famous scholars in the world since J. Schumpeter put forward the innovation theory in the early of last century. They studied the relationship between many factors and the innovative activity, such as market structure, firm size and so on. The increased results have led to a large number of studies that collectively provided a rich set of stylized facts in industrial economics. But empirical evidence on how industry- and technology-specific patterns affect the innovation activity is rather scarce in the economic literature. Technological regimes provide perhaps the most comprehensive framework.Technological regime is related to the technologies that enterprises depend on in their problem solving activities. It influences the concepts, thinking and behaviors of people who are involved in innovation activities. And it predicts the direction and development of technology. This paper builds up a theoretical model of how technological regime influencing the innovation activity. This study collects relevant data of 28 Chinese manufacturing industries from 2001 to 2003 and does statistical analysis, then explore the relationship between the technological regimes and the innovative activities. The results suggest that:(1) Technological opportunities have a positive relation with the innovation effort, the structural of innovative input, and innovative effect. There would be more enterprises have innovative activities, and a high frequency of innovative activities.(2) The appropriability of innovations doesn't have any significant association with the innovation effort, but it has a positive relation with the innovative effect and a negative association with the innovative frequency. If there is a high appropriability of innovations in a industry, there would be more enterprises have innovative activities.(3)The accessibility to external knowledge has a negative association between and thestructural of innovative input, the expenditure on technical development, and thefrequency of innovation.(4) A high fluidity of technological trajectory will associate with a low innovativeinput, and a low frequency of innovation. In these industrys, only a few enterpriseshave innovative activities.This article also analyzed the situation of leather industry and the tricot industry tosupport the results.
