Research On Evaluation Of Energy Conservation & Emission Reduction Policy

Since reform and opening up 30 years , tremendous progress in human development has been made,while also facing the double pressure of energy shortage and environmental pollution.Based on this situation, government has introduced a series of energy conservation and emission reduction policies.Therefore, energy saving has aroused widespread concern.Policy research on the implementation of energy saving has become a hot issue of academia. In this context, this paper carries out the evaluation on China's energy saving policy . Moreover , evaluation of energy-saving emission reduction policies has important theoretical and practical significance.It can Provide theoretical support and decision for the state making energy-saving emission reduction policies during "Twelfth Five-Year" period.This article, on the basis of the summary of evaluation review in the domestic and foreign energy saving policies,defined the public policy property of energy saving policy. According to the evaluation of public policy evaluation criteria and evaluation models,, the paper determines the energy saving policy evaluation of the evaluation criteria and evaluation models. And combined the policy objectives,policy impact and policy gains three dimensions to construct the comprehensive evaluation index system of energy saving policy evaluation.And constructed of energy-saving emission reduction policies cost - benefit analysis framework based on ideas and methods of economic evaluation.Shandong Province as the specific evaluation case,generally evaluated the energy saving policy during the "Eleventh Five-Year",and longitudinally analyzed and evaluated the policy on the three aspects of policy objectives, policy impact and policy gains.The evaluations found the overall performance of energy saving policies showing a rising trend year by year;From the policy objective point of view,energy saving policy has achieved some success:the remaining indicators are able to achieve targets to the end of "Eleventh Five-Year" in addition to the Solid waste indicators;From the policy impact, energy output efficiency and emissions output efficiency has been a qualitative upgrading with energy saving policy implementation; From policy proceeds,energy-saving emission reduction policy is economically feasible and the performance index of the policy proceeds have declined except in 2008,the remaining years of the policy proceeds are increasing year by year.Finally,for the problems of energy saving policy in the implementation of Shandong Province,put forward suggestions on improving the energy saving policy of the country.
