With the rapid development of China, the demand of energy increased and the quality of environment declined. Energy-saving and pollution-controlling become the focus of public and the highlight of state strategy. Power industry, as an energy conversion industry, accounts for a huge proportion of energy consumption and pollution. So energy saving and emission reduction in the power industry plays an important role in the sustainable development of our society. This paper first discussed negative externalities of pollution and positive externalities of energy-saving; and methods for adjusting externalities; classified existing incentives for energy conservation and emission reduction in power industry; analyzed status and problems of energy-saving dispatch; and expatiated on the importance of generation dispatch in energy conservation and emission reduction in power industry. Then by analyzing energy consumptions, costs and grid effects of different power plants, we established an optimized energy-saving dispatch model with dual objectives of minimum cost and minimum energy consumption. With the data from Northeast Power Grid, we selected30units to carry out a simulative calculation using harmony search algorithm, and compared it with single target model of minimum cost and minimum coal. Results show that the dual-objective model does better in decreasing total coal consumption and total cost. It distributes more loads to big thermal power units and renewable power units. At last, price-biding and energy-biding are introduced into the dispatch pattern. The energy saving cost is calculated; the effects on different power plants are discussed; the cost distributions are analyzed; the incentives on energy conservation and emission reduction are studied; and also the resistances in its implementation process are analyzed. We designed to provide optimized models and strategy suggestions for energy saving and emission reduction in power industry.
