The word of energy conservation and emissions reduction in "11th five-yearplan" period in our country has made great progress,and achieved the overall energysaving and emission reduction goals successfully. Enter the "twelfth five-year"period,the work of energy conservation and emissions reduction has a long way to go.This article is using the unstructured (non parametric) of DEA Malmquistproductivity index evaluation method to research the efficiency of energy saving andemission reduction. the factors influencing the evaluation of energy saving andemission reduction is decomposed into technical progress and technical efficiency,for the construction of evaluation index system of energy conservation and emissionsreduction to lay a solid theoretical basis. Based on the system engineering method,according to the different evaluation objects,the energy conservation and emissionreduction evaluation system has been divided into three levels: micro, meso andmacro. The first level is based on regional microscopic evaluation object;The secondlevel is is medium evaluation object based on region features;The third level is basedon macroscopic evaluation of objects in the different years. This article selects themicro areas (cities) as research object,according to the overall energy conservationand emissions reduction deployment of China’s "twelfth five-year", fromenergy-saving and emission reduction, desirable output and the undesirable output tobuild the provincial energy conservation and emissions reduction evaluation indexsystem.Finally, using Origin8.0software design triangle coordinate relations ofresources Energy Consumption Index,Environmental Pollution Index and Economicpractice Index t, studied the performance and trends of Energy conservation,emissions reduction and its coordination with Economic status in the various regionfor2005-2011,and has carried on the empirical research of. Energy conservation andemission reduction and its coordination with economic benefit in various areas inChina,obtained conclusion is relatively consistent with reality, indicates that theevaluation index system and comprehensive evaluation model has good practicalapplicability.In this paper,the conclusion is:The efficiency of China’s energy conservationand emissions reduction is promoted, mainly thanks to technological progress; Features of regional efficiency of energy conservation and emissions reduction isdifferent; Most of the provinces in energy conservation and emissions reductionefficiency is in progressing;Most provinces in the eastern region is in a state of weakcoordination of energy conservation and emissions reduction and economic benefits,including the optimal coordination,such as Tianjin,Shanghai,Beijing;most of theprovinces in central China are in the weak state of incongruity,energy conservationand emissions reduction and economic benefits. In most provinces of western chinaare in the weak incongruity or strong state of incongruity in energy conservation andemissions reduction and economic benefits. Finally, according to the result ofempirical research,puts forward the corresponding policy recommendations.
