At present the development of industrial clusters in China is still on an early stage of development,particularly small industrial clusters has not formed the core competitiveness,industrial clusters rely mainly on cheap labor costs to achive competitive advantage. Majority of logistics businesses of medium-scale in the industrial cluster merely provide warehousing and storage of raw materials supply, all aspects of the cluster companies of the supply chain consider the local single transport ,short distance transportation and small logistics costs .And in order to cover the logistics network structure, imperfections and the low supply level of business,production,distribution,sales and other aspects of the inconvenience,and in order to improve and accelerate customers'response demand speed of the larger environment,Many companies begin to get together through a simple supply chain,but the simple model is unable to make the clusters achive competitive advantage, requirements and cost control of supply chain logistics cluster groups within the main environmental are Based on the advantages of rapid response of customers as the target,it has to provide a more satisfactory service, particularly the logistics capability ,all of these can make the cluster supply chain achieve competitive advantage of core competencies.This article takes the cluster supply chain,the structural characteristics and mode of operation as the first one point,and has established the model LD-CED (Distribution center + Logistics Center),then has explained the logistics model of the cluster supply chain logistics'capabilities to improve the mechanisms and application of the cluster supply chain's logistics system,try to identify the integration of logistics resources and the efficient of logistics resources ,finally wander to improve the logistics capabilities of an effective way. Then,based on LD-CED model of cluster supply chain logistics capability to establish evaluation index system, and emphasies the correlation between indicators and the weights of fuzzy evaluation in the evaluation of the research process,and assess the value into a very weak,very weak, very weak,weaker,general,strong,very,very strong and very strong nine levels, based on LD-CED cluster supply chain logistics capability indicators and through to quantifies the qualitative indicator add trapezoidal fuzzy number theory .Through assessing the value of the fuzzy linguistic and importance of sorting abilities, we quantify the complex hierarchical decomposition into a hierarchy,and then use the fuzzy comprehensive evaluation method of logistics capability index to analyze layer by layer up on the logistics capacity factor,the logistics capability level,the overall logistics capability from the lowest level of capacity factor beginning system.Finally,our base,using the theoretical method has proposed in this paper for the cluster Jiangmen motorcycle supply chain,thas a simulation evaluation of logistics capability assessment,which verifies the validity and rationality of the model to study the significance of supply chain logistics for our cluster system,then to improve the overall efficiency and provide a reference for service levels.
