With economics development, technology progress, globe economics and rapid growing of E-business, enterprise faces the global market, which make the logistics environment change a lot compared to its past .In space dimension, logistics should adapt to the dispersed globe manufacture and working. In time dimension, enterprise and supply chain focus on rapid custom response instead of on quality competition. As for implementing the profit, it is also necessary for enterprise to keep cost advantage. At this background, logistics capability gradually becomes the core competence of the enterprise.The article firstly research on logistics system, state the common mechanism of logistics system, set up a general model and get service essence in logistics system.Then the article primarily establishes the architecture, as following:Based on the past research and analysis of logistics system, the definition of logistics capability and level model are obtained and shape mechanism of logistics capability in different level are analyzed. Then a lot work of logistics capability elements are done, whose capability level distributing is obtained.The article propose supply chain logistics capability level indicator system, which is corresponding to service-cost. A game analysis for service and cost is carried out and index for adaptation ratio of service and cost is given.Though the traditional measure is unsuitable for the logistics capability with many levels because the indicators are relate to each other. So the article uses the fuzzy integral method instead of comprehensive evaluation method.At the last, the article has a research on the relationship among the index, pointing out the consequence of the index and use FCM to investigate the index system, which works out a balance status of logistics capability.
