Study On The Cluster Supply Chain Performance Evaluation Based On Industrial Cluster

In the 21st century, With China's accession to WTO, Many foreign enterprises will be transferred to the domestic production processes, China is becoming a "world factory These enterprises undertaking industrial transfer usually gathered in certain geographical areas, and formed industrial clusters. It has become to be a regional economic development model. As industry competition increased. Government and enterprises are aware of the influence that matching degree of the development of industrial clusters and supply chain management to the strategy and operation of the enterprise. However, due to the low level of supply chain management, the actual effect is unsatisfactory. Therefore, the research of industry clusters and supply chain management coupling becomes a key project.Cluster supply chain is a new type of supply chain management base on the coupling of industrial cluster and supply chain.Through evaluating the performance of the whole cluster supply chain, we can find the problems and deficiencies of industrial clusters development timely, promoting a better development of industrial clusters.In this paper, first, we will analyze the industry cluster theory and supply chain theory, then, propose the coupling between the two theory. Combining with characteristics of cluster supply chain, we analyze and improve supply chain operations reference (SCOR) and the balanced scorecard (BSC).Combined with improved supply chain operations reference (SCOR) and the balanced scorecard (BSC), the cluster supply chain performance evaluation system is divided into three layers. The first layer is system layer, include cluster effect,synergistic effect, external customers evaluation and internal single-chain evaluation. The second layer is index layer, it contains establishing specific evaluation based on the contents of the first layer. The third layer is sub-index layer, it contains establishing specific evaluation based on the contents of the second layer. Combining with analytical hierarchy process (AHP) and fuzzy comprehensive evaluation (PCE),we establish the cluster supply chain performance evaluation model based on the multistage dynamic fuzzy comprehensive evaluation. We will Conduct a case study with dynamic multi-level fuzzy comprehensive evaluation to verify the scientifically of the indexes. Finally, Summing up and pointing out the deficiency of this study And the vision of cluster supply chain Performance Evaluation.
