Cultivated land is the precious wealth of human survival and development. It has irreplaceable resource value in the global scope. Sustainable use of cultivated land is the basis of sustainable development of national economy and the social development. It is an ideal mode of cultivated land use to keep the total dynamic balance of cultivated land, to improve the integrated efficiency of cultivated land use and to meet the needs of people's production and life. But associated social progress, the"man-land"relation has been intensified in the protection and utilization of cultivated land resources, such as the reduction, degradation and pollution of cultivated land and so on. These problems have produced realistic influence and potential threat to the people's production and life. So, to realize the Sustainable use of cultivated land, these problems must be emphasized, and by using existing research achievements for reference study on the evaluation of Sustainable use of cultivated land must be developed. In this study by selecting Harbin city as the research object and comprehensive application of analytic hierarchy process (AHP) and fuzzy multi-index comprehensive evaluation method sustainable use status of cultivated land in Harbin city was assessed. The evaluation theories of sustainable use of regional land and cultivated land will be enriched furtherly, and the guidance for decisions and work practice of land and cultivated land of land departments in Harbin city and other regions can be provided. So, this research has an important meaning to realize the sustainable use of regional land and cultivated land.The evaluation of sustainable use of cultivated land is the specific applications of sustainable development ideas in the field of land evaluation. This is a complex work including multi-index. Its core content is the establishment of evaluation index system and the selection of evaluation methods. From this point of man-land relationship, by Using for reference the advantage of the Input-Output Model on response to intensives, the advisability of pressure indicators of Pressure-States-Response (PSR) Model and the logic of Hierarchical Analysis Model, two major categories evaluation indexes of stress state and intensive state were selected, and evaluation index system for sustainable use of cultivated land was established. In order to ensure a Rationality and accuracy of evaluation result, according to the actual situation of cultivated land use in Harbin city,. Only 16 concrete evaluation indexes that could be obtained data were selected, and then evaluation index system for sustainable use of cultivated land in Harbin city was constructed. And According to the regional characteristics the evaluation period from 2001 to 2006 was determined. At the same time, Harbin city will be divided into three level assessment units, namely Harbin region, urban area and under the jurisdiction of counties (cities), under the jurisdiction of each counties (cities). Finally, combining with AHP and fuzzy multi-index comprehensive evaluation method the comprehensive assessments for each evaluation unit were carried out.The main research results are as follows:(1) A regional evaluation index system for sustainable use of cultivated land is established.By emphasizing indicators that reflect pressure and intensity level, the evaluation index system including two major categories, 4 small sorts and 23 concrete evaluation indexes of stress state and intensive state is established.(2) Adopting the evaluation method of combined with hierarchical analysis and fuzzy theory has some reasonable.Because the index system established with AHP method has strong logic, that AHP method has been applied to determine the weights of the evaluation indexes will make the people's subjective judgments be quantified scientifically. To overcome the impact of fuzzy objects to evaluation index, using fuzzy theory seeking membership degree will make the impact which is difficult to clearly determine be quantified. So the objectivity of the evaluation results is improved.(3) Sustainable utilization level of the classified cultivated land in Harbin city was evaluated.Mainly referring to administrative divisions of Harbin city, from whole to part Harbin city was divided into three-level rating units. Based on the macro understanding of the cultivated land, the status of the regional sustainable utilization is reflected. Related statistical data show that the evaluation results in general can better reflect the sustainable use of cultivated land in Harbin city, it shows that the evaluation of sustainable use of cultivated land in prefectural-level city, dividing into three assessment units have some reasonable.(4) The evaluation results of sustainable use of cultivated land in Harbin city are obtained.Through the time, Since 2004 the cultivated land use in Harbin city overall has entered a relatively stable state, and the sustainable development levels of cultivated land use in Harbin urban and governs county (city) and each counties (cities) keep certain growth . Since 2005 the growth becomes Slow. In a word, the sustainable utilization of cultivated land in Harbin city showed good development prospect. Through the space, the level of sustainable cultivated land use in southern Harbin is higher than northern counties (cities). And the terrains and the conditions of soil resources have an effect on the sustainable use of cultivated land.(5) Related suggestions promoting the sustainable use of cultivated land in Harbin city were proposed.According to the actual situation of Harbin city based on comprehensive analysis of the evaluation results, the related suggestions promoting the sustainable use of cultivated land in Harbin city were proposed, including the cultivated land use that using combines with keeping, Strengthening modification of medium-low yield, protecting cultivated lands and keeping the balance between occupied and Supplementary cultivated land, increasing the investment of agricultural sciences, the technologies and services. Playing the protection role of land use plan and increasing the power of policy support and economic encouragement. These recommendations will provide a useful reference for the related researchers and various units that carry out the research and practice of the sustainable use of cultivated land.
