The Historical Evolution Of Rural Poverty Aid System In China

The problem of poverty is a grave problem in the world today, and is even the focus noted by developing countries and their nationals. China is a developing country, the problem of poverty, especially the problem of rural poverty has affected its economic and social development. According to rural poverty standard 1196 Yuan in 2008, there were 40.07 million rural poor residents at the end of this year, they constituted the main body of rural disadvantaged groups in China. As the special social groups of economic and social transition in China, rural disadvantaged groups not only have extremely poor livelihood, and also is lack of competitiveness, they are at the lowest level of rural society. The "people-oriented" proposed by the party's 17 major report is the highest concept of social harmony and scientific development, while whether the rural poor residents can completely get rid of poverty has a direct impact on the process of realizing a harmonious society. As the base of rural social security system, rural social aid plays a crucial and irreplaceable role in protecting the basic subsistence and development of rural poor residents. At present, implemented measures of rural social aid in China have alleviated the problem of poverty in rural areas to a certain extent and helped for the lives of some poor residents, but because of the limitations of objective conditions and subjective awareness, there are still many shortcomings and problems. Therefore, we must continue to refine and implement them to truly play the role in social protection, finally solve the problem of poverty of rural residents.The Poverty Aid has a long history in rural areas in China, and its developing history has several thousand years, and it has accumulated a wealth of practical experiences, but it is still lack of depth to explore over the years. This paper intends to start from history and reality, reproducing measures of Poverty Aid in each historical period, showing their characteristics, arriving at the basic rules of its development and evolution from a view of economic history, and reviewing these experiences and lessons, which have great significances on how to improve China's current rural poverty systems to play a better role in the last safety net and protecting the basic livelihood of vulnerable groups in rural areas and narrowing the gap in income distribution and improving the rural social security systems.This paper is divided into three parts, which have five chapters totally.The first part of the paper is the chapterⅠ, that is, introduction. This part briefly describes the paper's background,purpose,significance and the definition and interpretation of related concepts, as well as brief summaries and introductions of the existing the research results on rural poverty aid, finally concludes with the possible innovations and shortcomings.The second part of the paper are the chapterⅡ,chapterⅢand chapterⅣ. This part mainly reproduces historical backgrounds and measures, sums up features, then conduct a brief evaluation on poverty aid activities in each period.The third part of the paper is the chapterⅤ. This part is mainly in some valued experiences and lessons after systematic researches on the historical evolution of rural Poverty Aid.
