The Research Of Rural Social Security System Supported By The Government Finance

Compared to the relatively well-developed city social security; ruralsocial security system is relatively lagging at present stage of development in ourcountry. The construction of rural social security system has become the mostvulnerable part of the construction of social security in our country. The development ofrural economy and rural social development becomes a big obstacle of ruraldevelopment of modernization and marketization, because of the absence ofgovernment finance. Looking back to the history of the rural social security system inour country, rural social security system construction significantly lagged behind thesocial and economic are due to numerous factors: historical factors, economic factors,defects management mechanism, incomplete laws and regulations system, etc., butthrough these surface phenomenon we can find that social security mechanism.However, social security system is a series of rules and regulations. Capital is the coreproblem of the construction of the social security system, the basis of existence andcontinuous running of social security system, is the support of large number of socialsecurity funds. The relatively well-developed city social security is based on theintervention of government. It is can be seen from the international experience, thegovernment financial support is related to the establishment and development of allaspects of the social security system. After “the Guidance of State Council ondeveloping a new type of rural social endowment insurance pilot "made thegovernment’s fiscal responsibility at all levels clear, the new rural endowment insuranceis booming in the vast rural areas. In the author`s opinion, the rural social securitysystem development lags behind the urban development is the main reason of theabsence of government’s long-term fiscal responsibility. Government financial supportdetermines the course of the construction of rural social security system to a large extent.The researches of government financial support and the relationships on the rural socialsecurity system, drawing lessons from foreign experience in the government’s fiscalsupport for rural social security system, are of significant values for our country to build a new socialist countryside, establish the rural social security system, and effectivelyeliminate the risk existing in the process of social transformation in rural areas in China,the rural social and economic development, rural social harmony and stability.
