Agricultural technology popularizing system is an organization which provides farmers with technical services and applied scientific of planting; and it is an important carrier to achieving the strategies of agricultural development by relying on science and education. For a long time, the agricultural technology popularizing system had played an important part in the promotion of advanced,applied new agricultural technology and new varieties, preventing and curing the pests and diseases of animals and plants, constructing the farmland irrigation and water conservancy well, improving the quality of farmers.However, in the face of the new situation and new tasks, Some questions still exist in the agricultural technology popularizing system, such as unfavorable grass-roots system and the mechanisms,unstable troops,inadequate funds supplied in popularizing agricultural technology, and these questions should be resolved urgently. Therefore, by the research methods of sending the questionnaire,analyzing and comparing,statistical analysis, the questions existing in popularizing the agricultural technology was reached and the strategies were proposed in popularizing agriculture technology in the future.Through the analysis and comparison of the questionnaire, the real reality of the agricultural popularizing system in china is as followed:First, for the institution of popularizing agricultural science and technology:the grass-roots agricultural popularizing institution maintains the basic stability; the popularizing institution of faring is stable, animal husbandry and veterinary medicine are strengthen and the other industries are reduced largely in the different systems.Second, for the situation of the grass-roots' agricultural popularizing troops:the present agricultural technology people in the grass-roots are kept basic stability;below the country level, the establishment of popularizing technology people still decline;because of the little change of the quality of agricultural personnel, the training opportunities for study is relatively small.Third, for the circumstances of ensuring funds of the institution of popularizing agricultural science and technology in the grass-roots:these situations had improved, but the level is not high. Forth, for the working conditions of the popularizing institution below the county level:a lack of basic office conditions; backward means of popularizing services. Besides, there are seven questions existing in the agricultural technology popularizing system:unclear functions,as unfavorable grass-roots system,inadequate funds supplied,inflexible mechanisms, low-quality,low-benefits.Based on the above reality of the agricultural popularization and learning the advanced,effective means of agricultural popularization in zhejiang, Shanghai, Jiangsu and other places, six-strategies was proposed in the agricultural popularization in the future: First, a "multi-master 1" type agricultural popularizing system should be built. It can reform and build the national agricultural popularizing System in the grass-roots, and it also guide and develop the socialized,agricultural services organization. Second,the mechanism reforms should be improved and public agricultural Technology popularization should be strengthen. The mechanism reforms are one of the important contents of the agricultural Technology popularization's reform in the country in the grass-roots, and it is very essential to innovate the mechanism of the agricultural technology popularization and to improve the effectiveness of the popularization. Third, innovation in operational mechanism should be focus on and the vitality of agricultural popularization should be enhanced.At the time of promoting the agricultural Technology popularization's reform in the country in the grass-roots, the innovation of operating mechanism is necessary to be promoted. The relationship between System and mechanism is interdependent and mutually reinforcing. In a given system, the best mechanism can exert the advantages of the system more fully, and it can make up for certain deficiencies in the system. Forth, the funds supplied should be effectively strengthened and the capacity of agricultural popularization should be improved.
