Nowadays, the oilfield enterprises in our country manage their investment andcost separately, that is to say, financial department is in charge of cost whileinvestment is under the administration of planning department. This way ofmanagement has caused many problems, hampering daily operations, healthy andsustainable development of our oilfield enterprises, furthermore, going against thebuilding of enterprises'core competitiveness. Based on all those problems, this paperexplores to construct a new integrated management system of investment and cost inthe hope of solving all the problems and enhancing the oilfield enterprises'management effectiveness.Methods of empirical research and historical research are applied in the paper.The new system is constructed based on the current management situation of cost andinvestment combined with the theory of comprehensive budget, investmentmanagement, cost management and reservoir management. Firstly, based on theintroduction of basic theories this paper concludes enlightens for the integratedmanagement. Then analyzes problems existing in the management of cost andinvestment and raises the necessity and possibility of integrated management. Basedon the above, provides the meaning of integrated management of cost and investmentand constructs a new system which is budget-centered and assisted by lots ofmechanisms, such as goal-oriented, investment management, cost management,self-restriction and evaluation. Speaking of the implementation of this system thereare many restraints, so if we want to carry out it successfully, the implementationmust be phased in and many supporting measures are needed. Finally, comes to theconclusion of this paper.
