Property rights system is defined on the property, operation, protection, a series of institutional arrangements and legal provisions combined. Property is a modern market economy development and emerging sectors of the economy, the modern property rights system is the essence of the modern market economy requirements. Establish ownership clearly established, strict protection and smooth circulation of the modern property rights system is the market economy and the basis for the development is to improve the basic economic system of the internal requirement. Current economic and social development in the emergence of some contradictions and problems, are directly or indirectly related to property rights. Establishing a modern property rights system is to achieve sustained, rapid and healthy development and orderly operation of the important system of social protection. Without a reform of property rights, to develop a mixed economy that is empty talk, can not be sound corporate governance structure, operating mechanisms can not fundamentally change, management innovation is difficult to really put in place.
