As the fast development of the communication industry and the flowing in of the oversea communication operator, a lot of communication enterprises are aware of the pressure gradually. The human resource has already grown into the strategic resource of business as it is the critical resource of the modern business who wants to obtain the competitive advantage. As a modern management tool, the effective performance examination system can help an enterprise to get its core competencies and to make its strategic goal come true. So, establishing a scientific and valid performance examination system has become a realistic problem of a communication company.This thesis studies on the design of the performance examination system of TT Communication Company. The thesis analyses the performance examination system nowadays of TT Communication Company through researching the related theories. By adopting a reseach method which combines theory with practice, the thesis finds out the problems about the performance examination system nowadays of TT Communication Company. For example, the strategic advertisement and the job implementation needs to improve, the employee's satisfaction is low, lacks of the communication links, the implementation results of performance examination is ineffective, and so on. Then the thesis find out the reasons of the problems by applying the induction analyse. Aiming at these problems, the thesis put forward a performance examination system of TT Communication Company. The thesis also adopts object management for subdividing the goal of performance examination of TT Communication Company, adopts BSC and KPI for setting up the plan of performance examination, and reasonable makes use of the results of performance examination by establishing a communication mechanism. In addition, the thesis also elaborates some policies and measures to guarantee the implement of the performance examination system, for example, organization guarantee, policy guarantee, culture guarantee, training guarantee and information guarantee, etc.The performance examination of the TT Communication Company is a process which resolving business strategy into the employee's target. It carries out the goal of each department and the whole company by the communication of employee and their department manager, by clearly knowing the work mission and the performance object of employee, by assurance of the working standards of employee, and by affecting the employee's behavior in the process. Although the performance management has already had some systematic theories, what we face is the problem about the combination of the theory and practice. The combination of theory and practice is an endless process, and this process also promotes the continuously revision and innovating development of the theories.
