China has a population of 1.3 billion,with more people and less land.How to improve the utilization rate of land and increase the added value of land is a practical problem to be solved.With the development of economy and the integration of urban and rural areas,the reform of rural land property right system has experienced several explorations.At present,the land transfer has become the key to solve the land problem when the land property right is from "separation of two rights" to "separation of three rights".It is of great significance to promote agricultural scale and intensification,improve agricultural production efficiency and realize agricultural modernization.County A is a large agricultural county in the middle and south of Shandong Province.As one of the first counties to complete this round of rural land property rights reform,there are representative problems in the transfer of rural contracted land.The core issue of this paper is to put forward practical and operable solutions to the problems in the land transfer under the background of the three rights separation of rural contracted land in county a,so as to promote the process of land transfer and agricultural modernization.This paper consists of six parts.The first part is the introduction,which introduces the research background and purpose of this paper,the general situation of the research on land transfer and separation of three rights at home and abroad,as well as the research content,research methods and technical route of this paper.The second chapter interprets Marx's theory of land property rights.The theory of land property rights,the theory of combination and separation of land property rights,the theoryof land property rights commercialization and allocation marketization,and the theory of land rent provide important theoretical support for this paper.At the same time,the theoretical connotation of rural contracted land,land circulation and three rights separation involved in the land circulation under the three rights separation of rural contracted land is advanced Line interpretation,laid the theoretical foundation of the full text.In the third chapter,through the study of the process of land transfer of contracted land in China,the important role of rural land property right reform in land transfer is clarified.The fourth chapter expounds the current situation of the land transfer of rural contracted land in a county of Shandong Province,in order to effectively solve the problem of "agriculture,rural areas and farmers",and objectively evaluate the separation of three rights and land transfer in a county.It is found that the main problems are: lack of scientific overall planning for the separation of three rights,small scale of farmers' land transfer,irregular land transfer process,no obvious effect of income increase,low utilization rate of land property rights trading platform,and land supervision in a mere formality.From the perspective of farmers,government,system and market,this paper analyzes the reasons for the problems in the circulation of rural contracted land in County A,mainly because the land property rights system "Three Rights Separation" is not in place,farmers' awareness of land circulation scale is not high,the land circulation market is not standardized,and the supervision in the land circulation is not in place.And provide ideas for solving the problem of land circulation.The fifth chapter provides specific strategies for improving the land circulation of county a,mainly through strengthening the foundation of land right confirmation,improving the implementation of various land circulation management systems,building a new policy support system for the main business,and implementing the "three rights divided" land property rights system.By strengthening the propaganda of land transfer policy,strengthening the training of farmers' skills,and improving the rural social security system,the farmers' awareness of land transfer can be improved.By strengthening the function of land circulation market,strengthening the financial attribute of land and establishing ascientific evaluation system of land price,we can standardize the land circulation market.In addition,the importance of strengthening the whole process supervision of the government is emphasized.The conclusion part of the sixth chapter summarizes the whole paper,and makes an objective evaluation of the whole paper.It selects the cases with research value,and adopts the viewpoint of strengthening the financial attribute of land to regulate the land circulation market,which has both theoretical and practical significance.However,there are some phenomena that the Research of some viewpoints is not deep enough,such as the establishment of a scientific evaluation system of land price is worth thinking about Examination and research.Finally,the paper puts forward some suggestions for the land transfer strategy of a county,which can help to promote the land transfer in the next step.
