In the 1940s, rural society had been through the most dramatic change in Chinese history. The Communist Party of China adopted the revolution policy of reducing rent and interest rates and abolishing usury in the base area. Nevertheless, due to the war and natural disasters, debit and credit were at a standstill, and the rural finance drained in the base area. In 1940, Northwestern Shanxi Administrative Office was established. Numerous agriculture credits with low or no interest were carried out in order to flourish rural finance, overcome difficulties in spring ploughing, develop the rural economy, and finally to ensure the victory of the War of Resistance Against Japan and the War of Liberation. Through the improvement of successive government of the Shanxi-Suiyuan Border Region, the operation and organization of agricultural credit system were finally formed. It was led by the government of the Shanxi-Suiyuan Border Region and centered on Northwest Farmers' Bank, and was coordinated and supervised by government of country, district and village, and the Party, politics, military and cooperatives and other organizations. Agricultural credit, as an important rural financial activity, played a significant role in the whole rural economic revolution of northwest Shanxi.Accordingly, based on the plentiful documents and materials, the author employs the means of regional history, micro-analysis and positive analysis from a perspective of dynamic revolution. Through discussions about examples of Hei Yukou and He Qu, this thesis explores the derived trend and influencing factors of the agricultural credit policy, hoping that through micro-concrete research, the recognition about this area could be deepened on the basis of knowledge of agricultural credit of Shanxi-Suiyuan Region, and finally it can be easy to find the track of rural change of society and economy in Northwest Shanxi.
