Research On The Efficiency Improvement Of Agricultural Technology Innovation In Northwest China

Currently,China is moving towards becoming an agricultural powerhouse and developing into an agricultural powerhouse.In the transitional period from comprehensive victory in poverty alleviation to rural revitalization,the development speed of agricultural economy has significantly slowed down,and agricultural technology innovation has become a strong support point for China’s comprehensive promotion of rural revitalization.In recent years,various provinces in the northwest have deeply implemented the innovation driven development strategy,adhering to innovation as the primary driving force for development.The support and leading role of technological innovation in economic and social development has become increasingly prominent.Agricultural technology innovation is an important component of the innovation system in various provinces in the northwest.In the "14th Five Year Plan" issued by each province,it is emphasized that the foundation of agricultural quality,efficiency,and competitiveness should be consolidated by strengthening agricultural technology support,improving the research and application capabilities of agricultural machinery and equipment.The northwest region is the potential zone for agricultural development in China.In the process of promoting agricultural modernization and intelligence,the agricultural technology development in various provinces in the northwest is also greatly different due to the differences in regional agricultural development direction and technological innovation resource endowment.This article will study the efficiency of agricultural technology innovation in the northwest region from the following aspects,with the aim of providing "acceleration" for agricultural technology innovation in the northwest region.Firstly,based on the review and conceptual definition of domestic and foreign literature,the current situation of agricultural technology innovation in the northwest region is analyzed from two aspects: the allocation of innovative resources and the transformation of innovative achievements;Secondly,the agricultural technology innovation activities were divided into two stages: technology research and development and achievement transformation.A two-stage DEA based agricultural technology innovation efficiency evaluation framework was constructed to evaluate the agricultural technology innovation efficiency in the northwest region from 2011 to 2018;Finally,the Tobit regression model was used to explore the main factors affecting the efficiency of agricultural technology innovation in the northwest region.On this basis,suggestions were put forward to improve the efficiency of agricultural technology innovation in the northwest region.Research has found that:(1)the current situation of agricultural technology innovation in the northwest region shows a phenomenon of insufficient investment in agricultural technology innovation resources,weak output capacity of innovation achievements,and a large gap in innovation capacity between regions caused by uneven distribution of innovation resources;(2)The innovation efficiency in the research and development stage of agricultural technology innovation in the northwest region is at an upper middle level,and the investment in research and development elements has not achieved the maximum level of creation;(3)The overall efficiency value of the achievement transformation stage in the northwest region is at a relatively low level,with an average technological innovation efficiency of 0.4277.There is still a lot of room for improvement in the achievement transformation stage;(4)The overall efficiency value of agricultural technology innovation in the northwest region is relatively low,but the efficiency value shows an upward trend of "N" shaped fluctuations.There is a significant difference in efficiency values among the four provinces,and the efficiency of agricultural technology innovation mainly relies on the first stage.(5)Government support,technological innovation level of agricultural enterprises,and development level of agricultural productivity have significant positive effects on the efficiency of agricultural technological innovation;The quality of rural labor has no significant impact on the efficiency of agricultural technology innovation in the northwest region;The level of rural economic development has a significant inhibitory effect on the efficiency of agricultural technology innovation in northwest China.According to the above conclusion,this paper believes that the northwest government should take effective measures to improve the efficiency of agricultural technology innovation: one is to improve the comprehensive agricultural productivity,2it is to strengthen government support,three is cultivating agricultural science and technology enterprises,four is to accelerate the farmer education training,five is more measures and develop agriculture,improve farmers agricultural income,six is based on industry development needs,improve innovation conversion rate should be.
