With the advent of the information age and the rapid development of science and technology,the market environment and technical environment which IT enterprises faced to show the status of complicated and diversified, IT enterprises internal the organization of work is also having a fundamental change, the business environment is undergoing severely challenge, the Business management has entered to take the strategic management as the subject time.Nowadays,IT enterprises'task interdependence and technical complexity are enhancing constantly, thus requiring multiple areas of R & D personnel collaborating to complete by the project team's form. At present, the majority of our IT enterprises have adopted the R & D project team working methods, but for the performance management, basically following the traditional "sector-as a unit, to the individual as the object" of the assessment ideas, more focuses on the incident results of the post-assessment ,the evaluation process for monitoring and feedback is few, the role of supervision and control of the assessment management system is bigger than the role of incentives and encouragement. At the same time,there are many problems of the evaluation systems divorces from the strategic objectives,the evaluation content is not comprehensive,the evaluation method is relatively simple and the main body of evaluation is sole and so on in the assessment management system. There has not designed to suitable for R & D project team performance management system according to the characteristics of IT R & D work. How to fully mobilize the enthusiasm of the work of R & D staff, strengthen R & D project team performance management, and promoting the improvement of overall performance in order to effectively achieve corporate strategic objectives,this is a key for IT enterprises to create value and gain competitive advantage.In this paper, on the basis of the study to the project team performance at home and abroad, combined with the characteristics of R & D project team,and took the theory of strategic management, team management, performance management and contingency theory as guidance,the author analyzed the status quo and problems of the performance management to IT enterprises R & D project team,and analyzed the contingency factors to impact the performance of IT enterprises R & D project team, based on this,the author built a contingency model of strategic-oriented IT business R & D project team performance management system. The model is based strategy, and takes the balanced scorecard as a based framework, which down to every level of operational objectives to IT enterprises'strategy in accordance with the firm - R & D project team - the individual order, thereby ensuring IT enterprises'strategy being implemented effectively. Finally,the author applies the assessment techniques of Key performance indicator method(KPI), analytic hierarchy process (AHP), 360–degree Comprehensive analysis method to build a strategic-oriented IT enterprises R & D project team performance management system, and combines with practical examples to apply empirical analysis to a tentative exploration for R & D project team performance management theory and practice in a IT enterprise.This dissertation looked forward to provide some useful ideas and methods for China's IT enterprises R & D project team performance management in the theory and practice.
