Research On The Management Of Housing Accumulation Fund In Heilongjiang Reclamation Region

As China's urban housing system reform has entered a new period of accelerating housing ensuring system, the establishment and development of Housing Accumulation Fund is playing an important role in promoting housing building, expanding housing needs and solving difficulties of medium and low-income staff's housing. The system of Housing Accumulation Fund has already been established for more than ten years in Heilongjiang Reclamation Region. During these years, the system embodies two functions----the universal housing security and housing financial policies, meanwhile, it also promotes the integrated development of urban and rural areas. The system is of great significance in enlarging the scale of the small towns in the reclamation region and improving worker's living standard, fostering and accelerating the development of housing financial services and promoting social harmony in the reclamation region. However, since the system of Housing Accumulation Fund has not been established for a long time, the business was carried out with continuous reviewing and exploring, so there are some problems in the management and use of the Housing Accumulation Fund in the reclamation region. How to promote the healthy, stable and sustainable development of the system, to infuse new momentum for the economic development of the reclamation is worth considering. This paper adopted the research methods of combining the normative and demonstrative analysis through the integrated use of knowledge and research tools of financial management and statistics. The author combined with the fact of the reclamation region and learned from Singapore's experience in housing security. On the basis of the theoretical results of a number of scholars on the housing fund , the author put forward some countermeasures and suggestions in promoting the healthy development of the system of Housing Accumulation Fund in the reclamation region.This paper first explained the characteristics of the housing fund, and then reviewed some related theories.Second, this paper illustrated the operation of the housing provident fund system in our country and compared with the Singapore Central Provident Fund system , then summed up the advanced experiences of Singapore's housing security system and the enlightenment to China.On the basis of the analysis of National Housing Fund System, this paper described the operation status quo of the housing provident fund system in Heilongjiang reclamation region, and analyzed some existing problems in the operation of the system from these three aspects: fund accumulation,loan and capital operation . The existing problems include: the low coverage of the housing provident fund, the unsound extraction management system and enforcement inspection system, the low rate of personal granting loan, the irregular loan transaction management, the weak control capability of the credit risk, the large quantity of precipitation funds and the narrow financing channels etc.Finally, combined with the development status and future trends of Housing Accumulation Fund in Heilongjiang Reclamation Region, focused on the management of provident fund deposit, the extraction management system ,the adjustment and innovation in credit policy and the expansion of the housing fund value-added channels, this paper put forward some countermeasures and suggestions.
