In recent years, the subject of energy saving and environmental protection has been caused people's attention increasingly. A variety of energy saving policies and measures have become familiar with the development trend of civilized life. In support of national policies and social concerns, the energy-saving environmental protection industry faces major opportunities and challenges. Meanwhile, because China's energy-saving environmental protection industry starts late and its infrastructure is weak, its development has facing with many problems. And the study on this industry is still in the preliminary stage. It is necessary to conduct in-depth study of the industry in order to evaluate and predict the development of this industry properly. In this study, we study on energy saving industry from the perspective of performance. Thus we can grasp the overall situation of specific performance of the industry to demonstrate this industry's development trend and prospects to provide references for investors, business supervisors and so on.In this paper, based on discussing the performance evaluation theory and comparative analysis of various evaluation methods briefly, we discussed the DEA method and its applicatied advantages in the field of comprehensive evaluation; then we applied the DEA method for the performance evaluation model construction of this industry according to the current situation of energy-saving environmental protection industry. And then according to the input oriented model, we analysised the performance in 2006-2009 of 36 listed energy saving companies from the horizontal and vertical angles, and drawed the following conclusions: First, the industry's relative efficiency scores of each company were very high and the overall performance of this industry was better, including eight companies reached the DEA efficient; Second, the reasons of the companies'DEA invalid within the industry were complex and could not be explained solely. To the companies of DEA ineffective or inefficient needed combine their own conditions to take appropriate measures to improve; Third, although most companies'operating performances were volatile in the four years, but the industry as a whole showed a more significant growth trend, in which Xian Dai Tou Zi, Weihai Guang Tai, and TCL Group all had reached optimal efficiency in four years'ranking and their operating performances were stable mostly; Finally, according to the present situation of energy-saving environmental protection industry we proposed the policy recommendations to improve the industry's performance.
