Study On The Problem Of Policy-Oriented Agricultural Insurance's Sustainable Development Of Jiangsu Province

Agriculture is the foundation to protect people's livelihood and for the national economy's development.But,at the same time it is a weak industry in China.As one of the most important agriculture policys, policy-oriented agricultural insurance has the significant meaning for protecting agricultural risk,increasing the income of farmers and promoting agricultural industrial upgrading. Meanwhile,policy-oriented agricultural insurance is also an important measure to ensure our country's steady development and an effective protection to promote the new socialist countryside construction.The dissertation's main contents are as follows:Ⅰ.Introduction.In this part,the paper introduces the background,purpose and significance of China and foreign countrys' research status of the policy-oriented agricultural insurance.And, it also summarizes the study idea,organizational structure,innovation,existing problems and the shortcomings of the paper and so on.Ⅱ.In this part,the paper introduces the basic concepts,features,functions and attributes of agricultural insurance and policy-oriented agricultural insurance.Besides,it also contains two important theorys for policy-oriented agricultural insurance researching-public goods theory and welfare theory.Ⅲ.The simple introduction of this paper.It mainly contains our country and Jiangsu province's models and mechanism of policy-oriented insurance.Ⅳ.The interaction relationship between the main participants of the policy-oriented insurance.First,the paper makes a position of the main participants of the policy-oriented insurance.And,it also analysis the game behaviour on both the supply and demand of the policy-oriented insurance,quoting the von Neumann-Morgenstern utility theory.On this basis,through establishing models,the paper analysis, the different results when government subsidies to farmers,government subsidies to insurance companies and government subsidies to both farmers and insurance companies at the same time.While,it also analysis the conductions of farmers and insurance companies when government's subsidiary is involved under the different risk standards.V.Questionnaire in the field and basis on the use of statistical models and methods,such an curve regression model,logistic model and factor models and so on,the paper takes an empirical study and research of the depth and density of policy-oriented agricultural insurance and the main factors about the level of the participation and the scale of it.VI.The constraints of policy-oriented agricultural insurance's sustainable development.The constraints and problems were analyzed about the current police-oriented agricultural insurance from the factors such as risk control,farmers' effective demand,government's action,responsibility-confirm of insurance,farmers' awareness of catastrophe risk insurance solvency,government legislation and market regulation as well as financial supervision of insurance companies and so on.VII. Mechanism and model design of policy-oriented agricultural insurance.This part is main to tell us the context,aim and regulations of policy-oriented agricultural insurance for Jiangsu province,then a example is shown.Then,in this part, the paper trys to make some suggestion and recommendations of how to promote policy-oriented agricultural insurance's sustainable and healthy development in China form the following six aspects:insurance laws and regulations,regulatory system,operation mechanism,government financial subsidies,support system and catastrophe risk transfer of agricultural and so on.VIII.This part is the last part of the paper,in this part,the paper conclude the main conclusions of the paper and makes a respiration of the next research.
