Agricultural insurance is a big problem in the field all over the world. Without government subsidies, pure commercial agriculture insurance is hard to real business. Agricultural insurance is one of the three pillars of modern agricultural development, is the world trade organization (WTO) allows countries to support agriculture, one of the "green box policy" on agriculture and national economic development with a strong welfare effect, credit support effect and policy effect. The Chinese and foreign academic circles have basically reached a consensus:the agricultural insurance is the policy coverage, which need the government subsidies to increase participation and to implement the government’s policy goals.In recent years, the Chinese government attaches great importance to the policy-oriented agricultural insurance system. There are ten no.1 in the middle of the files in 2004--2014 ten years. All the ten 1 file put forword problems of developing policy-related agricultural insurance. Beginning in 2007, China’s agricultural insurance has entered a new stage of the pilot. Since 2007, our country agricultural insurance wander out of this situation and usher in a new round of development peak with premium income rising year by year. As we can see that planted and scope expands unceasingly, operators to increase gradually, the function of agricultural insurance in agriculture is increasingly obvious. At the end of 2008, China’s agricultural insurance premium income of $1.6 billion, accounting for about 10% of global agricultural insurance premium income, insurance cost has risen to scale the world’s second after the United States. Central file no.1 in 2012 when stressed that agriculture through science and technology innovation will further enhance to support to the agricultural insurance, increase the varieties of premium subsidies, expand premium subsidies area. Policy-related agricultural insurance in our country has entered the stage of development comprehensively. In 2013, the agricultural insurance premium income grew by 34.99% year on year.In terms of Anhui province, Anhui province is a big agricultural province. Its agricultural population proportion is very big. It is also an important industry inAnhui province in agriculture. In the long history of agricultural insurance development in Anhui province has been a constant efforts on agricultural insurance, but due to natural causes or policy tilt so that we didn’t get good results. In 2004, Anhui was identified as one of the nine agriculture pilot provinces. In 2008, the first in Anhui province policy-oriented agricultural insurance company the Guoyuan for the opening. At the same time, policy-oriented agricultural insurance subsidies are located in Anhui province. Anhui agricultural premium income growth, but also reduce the risk of agricultural production and the farmers’ rate is increasing year by year. Although anhui agricultural insurance development is rapid, but was still in the stage of continuously perfect. From some perspective include providing farmers with effective economic compensation after a disaster, to resume production and realize the sustainable development of agricultural insurance in time, according to farmers and grassroots cadres, the current agricultural insurance system in some prominent problems.Therefore it is in this macroscopic background,I use the writing model from macro to micro. Using the theory of productive index calculation and qualitative research to analysis of results and policy-related agricultural insurance subsidies and the status of the policy-oriented agricultural insurance development in Anhui province in a comprehensive comparison. Use some methods to analysis the current status and future development of agricultural insurance in Anhui province. Research in Anhui province policy agricultural insurance subsidies effect problem, is advantageous to the essence from the root causes of policy research, perfecting the policy of basic contradiction. According to the policy agricultural insurance subsidies itself, this will be more conducive to farmers and agriculture development. This is helpful to ensure food security in Anhui province, favorable to arousing the initiative of production area and farmers, is advantageous to the sustainable development of agricultural insurance business for the system development of policy-related agricultural insurance subsidies in anhui province to provide more constructive reference.
