The Study Of Policy-Oriented Agricultural Insurance Development In Jiangsu Province

Agriculture is the basic industry in China, which occupies an important place in the national economy. Agricultural insurance plays an important role in protecting agricultural development, farmers’ income and rural prosperity.Jiangsu Province was listed as one of the six agricultural insurance pilot provinces in 2007. As a pilot province, the national finance gives the financial subsidies to support the local development of agricultural insurance. In this context, the development of agricultural insurance in Jiangsu province was provided good opportunities and larger space. Development of agricultural insurance will help improve the government’s social management efficiency, reduce the financial burden and improve public services. Also it will help to guard against agricultural risks, improve the quality of life of farmers and promoting rural social undertakings.Prior to 2007, the development of agricultural insurance in Jangsu Province was very slow, which experienced a recovery and development phase fluctuations. From 2007 to 2012, after a six years development, the development of agricultural insurance policy has made great achievements in Jiangsu Province. A "co-manage, co-insurance" Jiangsu model was created, which can protect the agricultural development of Jiangsu effectively. Especially in recent years, the rapid and efficient development of agricultural insurance policy made an important contribution to the agricultural modernization of Jiangsu Province. While, there were some problems in the process of agricultural insurance development, which were eager to be solved.The objective of this research was to analysis the business model and practices of "co-manage, co-insurance" Jiangsu model and to indentify the existing problems and to propose improvement countermeasures. The main contents of this study are:first, analyse the development present situation and the results of agricultural insurance in Jiangsu Province; second, identify the problems existing in this model; third, try to figure out these problems and remove the bottleneck of the development of agricultural insurance in Jiangsu Province.
