In recent years, following the knowledge economical era and the fierce competition of the global economy, the non-state owned enterprises are increasingly playing an important role in the national economy development. For the flexibility of the non-state owned enterprises, they are becoming an active economic ingredient in national economy. At the same time, because of the limited capital, the imperfect system of equity and corporate governance, the non-state owned enterprises are facing unprecedented impact and challenges under the fiercer external and internal economical environment.For the non-state owned enterprises, especially the Chinese non-state owned listed companies, the traditional business appraisal system cannot satisfy the fast development of the listed companies. It is quite necessary to devise the scientific and reasonable business appraisal system for Chinese non-state owned listed companies. This article introduces several common business appraisal systems and creatively gives the new system which combines horizontal and vertical appraisal indicators. In the horizontal line, based on benefit counterparts' theory, set comprehensive appraisal index system, including finance aspect, client aspect, corporate governance aspect, human capital aspect, technology innovation aspect and social responsibility aspect. Under the guidance of DuPont Analysis Method and Balanced Scorecard Measures, this article devises the specific indicators of finance aspect and gives the specific indicators of client aspect, human capital aspect and social responsibility aspect. In the vertical line, according to the change of enterprises'external and internal factors, different development scale and stage, set the specific indicators.
