Changsha State-owned assets management group CO.,LTD is a wholly state-owned company approved by the people's government of Changsha.It is in the middle of the three-tier structure of state-owned assets management,namely"state-owned assets supervision and administration,state-owned assets management company,wholly state-owned,holding and participating enterprises".Under the authorization of SASAC,it has relatively independent possession,use,income and disposal right of state-owned assets,which is a direct payer in the real sense.State-owned assets management group of Changsha belongs to the local government's credibility and guarantee,the source of funds mainly through the bank loans and the issuance of financial bond to finance high-debt management of state-owned enterprises.Traditional performance of evaluation indexes is limited to financial evaluation,and lack of non-financial evaluation can not reflect the social,incomplete profit and management standardization characteristics of quasi-public finance.It is not fully applicable for the state-owned enterprises of Changsha.This article starts with the relevant theories of the performance review of the state asset management,and briefly analyzes the current status of the state asset management group limited in the state of Changsha,which is a wholly owned subsidiary of the state-owned asset management corporation;On the current appraisal system to analyze the advantages and disadvantages,points out the existing problems of performance appraisal system,such as performance appraisal design links with the examinational color assessment index,evaluation index and strategic joint,the lack of financial index of assessment,assessment is a lack of long-term incentive mechanism,and low level of quantitative assessment index;In the performance evaluation,there are problems of subjective factors and lack of effective control of the assessment process.In the performance appraisal feedback loop compensation allocation and the problem of incentive and restraint effect;In the performance appraisal system is a lack of incentive oriented enterprise culture,open and transparent enough.On this basis,the countermeasures and Suggestions for improving the performance appraisal of state-owned assets management group of Changsha city are put forward:the optimization plan of the performance appraisal system of the state-owned assets group of Changsha city based on BSC method is established,and the government mission as the main influencing factor of performance assessment will be completed,focusing on the performance of its solvency and profitability indicators,striving to improve the effectiveness of performance appraisal,strengthening the communication and guidance of performance,making full use of the results of performance appraisal,enhancing the transparency of performance appraisal,and gradually establishing an effective"performance culture".This paper makes a scientific and reasonable performance appraisal system for the state-owned capital group of Changsha,and provides some Suggestions for reference.In order to provide guidance for the operation and supervision of the actual state-owned assets,and to provide the experience for the performance appraisal of similar asset management companies.
