Since the First Session of the 10th National People's Congress (NPC) has determined to establish the State-owned Assets Supervision and Administration Commission of the State Council in 2003, the state-owned assets committees at different levels fulfill investor's duty on behalf of country, supervising and guiding state-owned assets operation of the company in accordance with law, advancing the reform and recombination of state-owned corporation, appointing 'and removing, appraising, rewarding and punishing company's directors, according to the principle of ownership separated from managerial authority. The main goal that State-owned Assets Supervision and Administration Commission manage state-owned enterprise (SOE) is to preserve the value and appreciate the value of the state-owned capital.Under these kinds of macroscopic policies, this thesis has carried out research on performance appraisal of solely state-owned company's general manager, including to set-up index system, determine weight coefficient of the indexes, and studied the methods of performance appraisal in detail. Finally, an example analysis has been taken.1. In this thesis, after reviewing domestic and foreign literatures, the model of performance appraisals at home and abroad, practical exploration course and research current situation of performance assessment of our country have been summarized at first. Then, the rating purpose of solely state-owned company's general manager's performance, the essential features of the indexes and the principles of choosing indexes have been analyzed. On the basis of predecessors' research results, a set of performance evaluation index system of solely state-owned company's general manager which is of more comprehensive characters has been set-up. In order to guarantee the rationality and validity of the indexes, the independence among indexes has been tested utilizing the correlated analysis of SPSS14.2. As to setting weight coefficient of the indexes, a kind of pair-wise comparison questionnaire of relative importance of two elements in the same level is designed by a nine-point scale. In order to avoid the single maker's subjective suggestion impacting on weight results, the method of Group Expert Assessment is adopted. Consider uncertainty and fuzziness while makers judging, trigonometry fuzzy numbers are introduced, and the Group Fuzzy Analytic Hierarchy Process (GFAHP) is proposed. At last, mathematics software Mathematica4.0 is used to calculate the indexes weight coefficients of every layer.3. Considering maker's preference might not meet connective principle, and "incommensurability" and "contradiction" among multi-objectives, for multi-objective and multi-level performance appraisal, the traditional total order assessment of linear weighting is abandoned, the principle and method of multi-objective and multi-level lattice order decision making are adopted to propose a efficient multi-level assessment algorithm (algorithm 2) based on traditional single-level algorithm (algorithm 1).4. Utilize C++ language to code programming for the two kinds of algorithms mentioned above, an empirical analysis of index system and appraisal method of general manager's performance has been carried out to by taking seven solely state-owned large-middle scale companies in the manufacturing field in our country as examples, adopting Likert Five Points Scale form to design questionnaire to gain qualitative index data. The results indicate that the results of the two kinds of algorithms are unanimous, and algorithm 2 is more robust and rational than algorithm 1, which proves that the decision effects of algorithm 2 are good, and more suitable for dealing with the multi-objective and multi-level decision-making problems.
