Research On The Control And Adjustment Planning Of Resident Society In Scenic Area Of The Northern XinJiang

The Economic development of modern society seems to be a"double-edged sword",it has raise the level of material cultural and improve people's living conditions,at the same time also bring the natural environment damage cultural traditions lost and many other issues.This situation which the coexistence of destruction also refract to the construction of scenic areas. It is true that the development and construction of nation scenic area effectively exert human's subjective initiative, enhancing the utilization level of resources and environment. However, with the continuous changes of the function and location of the scenic area during the development, the constant increase of foreign tourists and invest staff, double impact of socio-economic and ecological environment have been brought to the original residents of the scenic spot.The resulting social problems in the current residents of scenic spots are exist and can not be unavoidable.The control and adjustment planning of resident social in scenic area,can not only be limited to the form physical space such as population,rural development trend etc. it is necessary to propose piratical countermeasures in broad category to solve the contradiction in reality.Xinjiang is a multi-ethnic area, which most scenic areas of northern residents are Mongolian, Kazak and a few compatriots, mainly nomadic. As all kinds of historical reasons, the problems of resident in scenic spots are relatively prominent. In this dissertation, to study the cope of social residents which scenic spots in the north of Xinjiang, the existence of which the residents of social problems and residents of social control plan were analyzed and discussed. Social issues in the study population, the paper based on field research methods to collect information on a large number of residents in the community. Meanwhile, it breaks the common practice as other scenic areas in the regulation and control plan, introduces the relevant research of cultural anthropology, and emphasizes the importance of minorities'culture for social development of residents in scenic areas. After that, starting from the analysis of the data, the thesis analyze the causes of the residents social outstanding issues exist in following four aspects:Planning performance monitoring, planning construction, residents social live hood and nationality culture.This dissertation combines three cases for the control and adjustment planning of resident society, such as Tianshan Lake and Sailimu lake Scenic Area. Based on analyzing the roots of the problem, it proposed the planning is not just a simple population control and industry guidance, but to rise to the level of integrated planning, combining the characteristics of nomadic implementation process of the dynamic control. At the same time, it proposed four principles for planning: the benefit and ecological protection, residents'participation, overall coordination of the ethnic minorities culture protection and inheritance and establish the unified management. Thesis will be discussed focus on Physical aspects of space and Unphysical aspects of the recommendations of planning and countermeasures, the expanded population control content. Physical level in the planning, in addition to services and population changes according to the trend of the settlements have been reclassified, but also on the evaluation of the overall development of settlements, residential district, residential planning and construction, the dynamic regulation of spatial orientation in these areas proposed planning measures. Planning in Unphysical form, for the root of the problem situation, through the Planning of the"enviorment protection and resisdents richness"and protection of national culture means to take two soft planning measures. And emphasized the people-oriented, handle security"enviorment protection and resisdents richness"relations, safeguard the vital interests of the residents, making people control the whole process of planning more relevant and feasible.In short, the results of this research, can systematically address scenic spots in Xinjiang, residents of social control planning for the same type of minority areas and scenic spots provide a reference useful exploration.
