A Research On The Patent Competitive Intelligence System Of High-tech SMEs In The Dynamic Environment

With the development of economic globalization and the increasingly fierce market competition, the importance of intellectual property has been more and more obvious,it has been elevated to the height of the national development strategy, which enables corporation's innovation become intangible assets and make the technical superiority into market advantage. Patent information contains technology, legal, economic and strategic information, can help enterprises to obtain or maintain competitive advantage in the fierce market competition.High-tech SMEs are knowledge-intensive and technology-intensive enterprise, it plays an irreplaceable role as an important source of technological innovation and the basic force in the economic and social development. Dynamic environment is complicated, changeable and uncertain,increased the competition and make the business environment more volatile.High-tech SMEs is lacking in the capital, personnel etc.,so there's practical value to studying how to deal with the environmental impact, and how to use patent information more effective to service production and business activities of enterprises.The paper uses patent analysis, value chain analysis, etc. to reach a conclusion.Based in the study of the domestic and foreign research on competition intelligence, the paper firstly described the formation and characteristics of dynamic environment, analyzes the new challenges that High-tech SMEs might facing in this dynamic environment, its use of the patent competitive intelligence and patent information needs, and discussed the value of the patent competitive intelligence.Secondly, drawing on theories and ideas of value-chain, combined with the characteristics of dynamic environment,the article raised the model of patent information value-chain under the dynamic environment,details the basic and support activities in the value-chain, then analyzed it's knowledge value-added and marker value-added processes.Thirdly, based the above study, and combined with dynamic environmental factors, patent information value-chain and competitive intelligence system,this article proposed the model of dynamic patent competitive intelligence system for high-tech SMEs, detailed build process of the model and the linkages and interaction of modules, and analyzed the role and influencing factors of this systems. Finally, the paper makes some empirical analysis on the model by taking Nanjing Red Polaroid Corporation for example.The paper raised the model of patent information value-chain under the dynamic environment based on patent intelligence value-chain, it enriched the competitive intelligence research. And there have an important practical value to applied the model to high-tech SMEs, it can provide strategic and tactical decision-making services and to further enhance its competitiveness.
