The internal economic activities in the urban agglomeration of Beijing, Tianjin and Hebei Region have mostly aggregated to the two center cities, Beijing and Tianjin. This seriously uneven development phenomenon, not only has inhibited the sub-center cities' economic development, but also has slowed down the improvement of the overall developing level of the whole urban agglomeration. The huge effect of aggregation makes the driving force of sub-center cities' economic development trap into a serious shortage. In addition to that, the gap of economic development between sub-center and center cities is also keeping widening. Holding this issue as the starting point, this thesis, taking Shijiazhuang as an example, has analyzed the driving force defects of the development of sub-central cities.The main driving forces of urban development can be sorted into three forces:economic driving forces, policy driving forces and knowledge driving forces. Economic driving forces includes the production factors-driven force, the industrial structure-driven force and the economic growth-driven force; policy driving forces includes external and internal regional opening policy; knowledge driving forces includes a high-tech-driven force and knowledge spillovers-driven force. Shijiazhuang, as a sub-center city, has been suffering from the serious shortage of the three driving forces in a certain degree, which can be sorted into three aspects:the serious loss of capital, talent and other important factors of production under a high degree of aggregation effects of the central city, leading into the inadequate of production factors; unreasonable structure and a relatively slow economic growth, affecting the process of urbanization of the city; the shortage of policy-driven force resulting from the local government's insufficient governing and no special regional economic policies to support the development of this city; and the far lagging back of the high-tech industries closely related to the senior personnel stock because of the brain drain as well as many other reasons. Finally, on the basis of the analysis of driving defects in Shijiazhuang city, this thesis puts forward some concrete measures and proposals.The first chapter is an introduction, describing the research background and the significance of this thesis, and also the research methods and innovations as well as its shortcomings. The second chapter is a brief about the theories of urban economic, dynamic mechanism of urbanization and the present developing situation of the sub-center cities of the urban area. The third chapter, on the basis of the analysis of the spatial structure of urban agglomeration in Beijing, Tianjin and Hebei, through the phenomenon of economic activity aggregate to the center, indicates the aggregation made the drive shortage of sub-center city. The fourth chapter is a study on the dynamic mechanism of urban development. The fifth Chapter, taking Shijiazhuang as an example, is a discussion of the driving defect of sub-central cities under the influence of central city. The sixth chapter is specifically about the response measures and solutions, looking forward to promote the sub-centers' development.
