Research On Internal Coordination Development Mechanism Of World Typical Urban Agglomerations And Its Enlightenment On The Construction Of Beijing-Tianjin-Hebei Coordinated Development Mechanism

With the speeding up of global industrialization and urbanization,the global division of labor,cooperation and competition have been increasingly strengthened.As a product of the development of urbanization,urban agglomeration has become the basic units of economic competition between countries and is important for the growth of national economy.Internal coordinated development of urban agglomeration has a great influence on urban agglomeration development,internal operation,as well as the competitiveness.To seek the best-coordinated developmental mechanism of urban agglomeration and to explore the coordinated developmental mode of its inner regions has become the focus of the governments and the theorists.In 2014,the national new urbanization planning(2014-2020)was issued by China,which clearly pointed out that urban agglomeration is the main body of new urbanization form in our country.Premier Li Keqiang especially pointed out while he was doing the 2014 annual government work report that,through the development of new urbanization,we will realize the coordinated development of urban and rural areas.The development of urban agglomeration has become "a new and inevitable path of urbanization with Chinese characteristics.Beijing-Tianjin-Hebei urban agglomeration is the key urban agglomeration we will construct.But its coordinated development is always satisfied.What the author thinks is that,under the guide of the new type of urbanization,systematical building the coordinated developmental mechanism of urban agglomeration and putting forward the suggestive advices for the coordinated development of Beijing-Tianjin-Hebei are worthy of studying is worth studying.The developed countries has started very early in urbanization and the five major urban agglomerations have developed into the mature stage.So they have done a lot of beneficial exploration on the internal coordinated development and achieved some successful experience,which is worthy of learning.Urban agglomeration is generally just emerging in developing countries.Most of them are still in the starting period or in a rapid developmental stage,which is different from these successful cases of developed countries.In the process of urban agglomeration of developing countries,there are many problems shown,which results in many lessons we have to draw.For this reason,literature review on coordinated developmental mechanism of urban agglomeration home and abroad was carried out in this article.Based on these background researches,it raises the framework of coordinated developmental mechanism to conform the requirements of the new type of urbanization with Chinese characteristics.It carries out the research of some typical urban agglomerations respectively from the developed countries and the developing countries,learns from their successful experience or failure lessons,and finally produces some systematic suggestions for our coordinated development of Beijing-Tianjin-Hebei areas.As it is shown from the compared research between developed countries and China in typical urban agglomeration: the coordinated developmental mechanism of urban agglomeration of developed countries in power,operation and guaranteed mechanism are more comprehensive,rich in content,complementary and encouraging with each other.In developing countries,it is single with its running mechanism only focusing on short-term benefits,and with imperfect safeguard mechanism.Therefore,this paper raises specific guidance for the coordinated developmental mechanism of Beijing-Tianjin-Hebei from three following aspects: In dynamic mechanism level,taken the new construction of urbanization in China as the instruction,on the premise of coordinating urban and rural development,a variety of powers was explored comprehensively;In running mechanism,when we strengthen the government's coordination,the coordination of non-government and industry should be concerned;At last,only through the continuous improvement of safeguard mechanism can we realize the coordinated development of Beijing-Tianjin-Hebei smoothly.
