County Land Use Planning Database Design And Realization

As the basic resource for human survival and development, land is irreplaceable. The irrational exploitation and utilization of land is seriously constraint the sustainable development of our society and economy. The contradictions of supplying and demanding of land resource would be intensified with the process of urbanization. The topic issue that concerned by numerous experts and scholars is how to make land resource be reasonable used to promote social development and economic construction. Take counties as the basic units, the land administration departments start a new round to formulate the general plan of land use from 2005 to 2020.The traditional method of documents preservation, which characterized by paper maps and documents management, is no more satisfied with the requirements of social development, and either, it is not beneficial to effective using and updating of planning results. With the rapid development of contemporary surveying and mapping techniques and GIS technologies, how to realize the scientific and reasonable management and efficient use of land resource data becomes a new topic in the near future. Based on the above background, this paper takes the establishment of land-use planning database for HuaYin as an example, makes a thorough theoretical study and practice on the construction of spatial database.This paper discussed the defects of traditional method for data preservation, made relevant study on the situation of land-use database construction and spatial database construction technologies, and then proposed the necessity and practicability of managing and using planning results by build county planning database for land-use. Afterwards, based on the users'requirement analysis, a detail design was launched on software and hardware environment, build process, structure, data organization and hierarchy of the county planning database for land-use. Then, the author took HuaYin as an example to build a planning database for land-use by using planning results, land-use status and changes, and remote sensing images as source data, and took ArcSDE and Oracle10g as foundation platform. Then finished DBMS for HuaYin land-use planning with the programming development language of C#.Net. This paper described the database building process in detail, and then discussed several main problems in land-use planning and database construction. Meanwhile, it provided relevant solutions according to the problems. Furthermore, this paper introduced the development and application of the DBMS. Lastly, a comprehensive summarize was given to the paper and the author made the prospects for future work.
