Application Research Of Examinations On Database Of The Town-level Land Use Planning By GIS

As China's social economy develops rapidly, the situation ofcultivated land protection is getting more and more severe. The pressuresof population, resources and environment have dramatically increased.Higher standard is required to revise the new land use planning. Thecontradiction between economic development and cultivated landprotection should be alleviated by more proper planning and morereasonable arrangement of land use. The town_level land use overallplanning is the only planning among the current five-grade planningmanagement system that applies the construction intention and developmentdirection of the local government into the actual land planning. It isa planning of controllability and practicability, which directly servesthe local economic development and social construction. Consequently, therevision of the town_level land use planning is of top priority of thenew round planning revisions.The GIS software was not widely applied in the land use planning ofthe last two rounds. Ocular estimate and index addition and subtractionaccounting method were generally used in planning examination, which leadto the problem that the planning map and index failed to match strictly.The condition of small index and big red line range always existed. Asthe GIS technology is popularized and widely applied, the GIS softwarewill be the main solution in the planning examination of this round togreatly increase the accuracy and efficiency.The thesis probes into the main content and regulations of thetown_level planning database examination by analyzing and researching theapproval procedure and planning database of the town_level land useoverall planning, and develops the town_level land use planning databaseexamining software by using ArcGIS Engine, VS.NET and Windows widgets.The software includes functions of database quality examination, spacedata analysis and so on, to provide data reference and judgment basis ofplanning rationality for the town_level planning approval. This research has been widely applied in the town_level planningexamination in Fujian province. It has been firmly proved that thetown_level land use planning database examining software developed withARCGIS platform optimizes the planning examining method, realizes thequantification of examining management, and implements the principle ofindex management, decomposition and control by layer, all of which arein accord with the planning principle. This research will definitelyfacilitate the standardization of the planning database and provide databasis for various land management business in the future, such asconstruction land approval, planning examination, and land law_enforcingsupervision.
