With the rapid development and wide applications of GIS, the demands of GIS users from all walks of life are getting more and more specific while the levels of customization they require are also getting higher and higher. This is not only a test for the developing level and design capabilities of GIS developers, but also a challenge for the existing GIS developing platform. In this paper, we aim to design a geographic information platform which is cross-platform, supporting multiple languages, extensible and makes it gradually recognized by the majority of users. The use of this platform is becoming a trend.Firstly, we designs and realizes the UI-oriented geographic information platform on the basis of ArcGIS Server through doing a deeply research into the domestic and foreign development platforms which are in common use. During the process of its design, the frame structure of geographic information platform based on UI call was designed, also put forward the design principles and realized the goals of its platform. The focus on the second development interface of mutual-use between other application systems and this platform were designed, which enables the system to apply the basic functions and realize the corresponding GIS functions and thematic map functions by xml technology and UI. On the other hand, the platform could take use of the application system functions to make the application layer and application system of measuring points in the data information associated, which extends the capabilities of the platform. Implemented in the function of the platform of professional applications thematic map analysis, the focus on the geographic grid analysis and proposed a two-stage optimization algorithm for meshing in this paper were discussed, which has greatly improved the speed of the geographical grid analysis.Secondly, we have designed a distributed database structure through the analysis of geographic information platform data based on UI called, which includes data base, application data and subject data, and conducts management of spatial data by using ArcSDE. Finally, this paper introduces the function and application of this platform and makes demonstration application on geographic information system in the environment. And the results show that, this platform has perfect functions, and also offered a convenient, fast and reliable basic platform for the development of relevant application system, which has been proved of great use in practical application.
