How to improve the management of Electric power network system has become an important task of urban electrical network econstruction.Applying geographical information system(GIS) technology to Electric power network management, operators can directly manage substation, Electric line and electric facility of Electric power network system on geographical background diagram, which combines both graphics management and data management, and makes probability of high level management in planning, capital construction, production and scientific research of Electric power network.This article elaborated the geographic information system concept, theclassification, the characteristic, the application and the prospects for development, And has analyzed the paper research background, the significance as well as the present situation of domestic and foreign research. Then according the actual need from the Electric power network information management system of the second Picks the oil refinery in Daqing Oil Field, Through the question analysising about existing electrical network information management system, Elaborated the nature and the feasibility to tointroduce GIS about the electrical network information management system.
