Coal mine safety production is a complicated and systematic project, which mainly includes the environment, machinery, equipment, products, raw materials, the related environment, and the related people and so on. These integrated systems are the objects of management. The ultimate purpose is to protect the security of the people and the production. The coal mine safety management information system has a big quantity data; it has not only spatial data, but also attributes data. The traditional safety management pattern is not able to meet the need of modern coal mine safety management. Based on geography spatial database, geography information system (GIS) offers much spatial and dynamic geographical information immediately. Based on GIS technology, this paper put GIS technology into coal mine safety management. Using C# language, it combines coal mine information with electronic map, establishs coal mine safety management information system (CMSMIS). The CMSMIS realizes inquery and management of coal mine information immediately; and provides information to safety production and emergency rescure.The CMSMIS is a decition-making system which combines coal mine picture with database of coal mine. It can put safety hidden danger, safety facilities, safety equipment and workers into CMSMIS to manage the information of coal mine. When it happens accident, CMSMIS helps manager have higher efficiency and accuracy to implement the emergency rescure, relief rescue workload, reduce the human errors and improve the efficiency of emergency rescue. The establishment of CMSMIS based on GIS can make enterprise leaders and coal mine safety managers response rapidly to information which encounter in the process of production and security incidents; make production have higher efficiency and the risk drop to the minimum.This paper make analysis and research of the present coal mine safety management; it make need analysis of the CMSMIS, design the overall structure of the system, introduce the module function, make analysis and research of spatial query, spatial analysis and emergency rescure. In the last, it realizes CMSMIS based on GIS and introduce the realization of each module. The topic make deep analysis of CMSMIS based on GIS and it is a useful exploration to coal mine safety management.
