Three dimensional city scene models is a real description of three dimensional cities. It not only have the highly real feeling of traditional Virtual Reality, provides vision taste for user, make user have geist cognition for city construction. And it also wide the view of city planner, designer and manager, make urban planning and base establishment design more reasonable and scientific. The same it also has the function of 3DGIS database management and analytic application associated with other social economical information. So it is significant for the research of city sustainable development. The 3D reconstruction of city model and its applications in urban planning were researched in this paper.This paper begins with the three dimensional city model of background,definition,mainly research content,research status home and aboard. And next is the abstraction and conclusion about pivotal technology for three dimensional city models, such as level of detail, data content, and methods of data acquisition. As one of the most important content of this paper, the reconstruction of 3D city model based VRMap, which involves the construction of 3D building, the fuse of object and terrain. The idea of texture lab and model lab and the unitary thought of city landscape's 3D reconstruction were put forward.Then, using the component-based technology, the paper developed a 3d visualization platform for urban planning and management based on the 3d software developing system VRMap SDK.The main function of the system is below: high-speed travel of 3D municipal scene, contribute query of construct entity. Introduce the application of 3D visualization platform in urban planning combined with its function.Finally, introduced the way of construction the three dimensional landscape model of city based on Google Earth, such as the image renewal, the building construction, the application of place mark, picture and the video, as well as the publication of data and achievement on network.
