Rural Solid Waste Pollution Prevention And Control

The three dimensional rural issues make a comprehensive subject extends into agriculture industry, countryside issues and farmers. At the moment, as a disadvantageous industry and group, agriculture and farmers are being largely affected by pollution and ecological deterioration. Environmental problems have been gradually and reconditely disintegrating the foundation of China's agriculture industry. Agricultural area's lag in economic development also contributes to poverty, and hence interacts with environmental problems. All these made environmental issues stand out from the three dimensional rural issues.Solid waste can leave very bad effect on environment due to its large amount, various types and diverse natures. Combined with the "Dual Social Structure between Urban and Rural Areas" as well as many other factors, reduction and treatment on urban solid waste first caught the attention. As relevant studies took place earlier, achievements in this area have been towards maturity. At the meantime, large amount of rural solid waste, residential garbage, industrial solid waste produced by rural factories and solid waste that transferred from city to countryside did not receive enough attention. Few studies have been done on this subject. For this reason, the above-mentioned four solid wastes are taken into the study of rural solid waste, for a further integrated research.Beginning with definition, classification and current studies of solid waste and rural solid waste, this article analyzed the impact rural solid waste has made on environment, introduced its current production, collection, recycle and disposal, as well as legislation and management, pointing out some problems in pollution control. Then, after introducing current foreign solid waste management method, as well as relevant laws and regulation and policies on this issue, the thesis is followed by the irreplaceable roles government and market play in rural solid waste reduce and treatment. At last, taking foreign experiences and advanced technologies as reference, while combining the actual situation in China, emphasis is put on some integrated pollution management mode, such as Extended Producer Responsibility, deposit system, solid waste reduction and reuse, and resource recovery and decontamination, for the purpose of offering some valuable solutions for China's rural waste management and pollution control.
