| With the development of human productive forces, the ability of reconstructing nature is improving as well, which leads to a more obvious contradiction between economic development and environmental conservation. How to proceed in harmony considering both of the two issues is a pressing problem that human being is facing. As time passed by, people have realized that if they want to resolve the environmental problem radically, it is important to enhance environmental consciousness of us and try our best to protect environment spontaneously. As a result, the environmental education is happening to be one of the efficient solutions. Based upon the analysis of foreign development of environmental education, it is obvious to see that the environment education under relative legislation developed much faster than that without legislation.Firstly, this paper begins with the derivation and development of environmental education. Although the definitions of environment education differ from country to country, the connotation remains almost the same:to select appropriate environmental policy and action by learning environmental knowledge and skills, in order to enhance environmental consciousness.Secondly, the paper analyzes on foreign legislation of environment education, and then gives China's environmental education some enlightenment on setting relative legislation. It is important to encourage and guide public participation, clarify the responsibility of nation and government, put the conception of balancing development between economy and society into environmental education.Thirdly, the paper lists the facing problems in China's environment education, such as the lack of environmental education legislation, poor quality of environmental education. Moreover, the author also has discussed the necessity of legislation on the environmental education.The legislation of environmental education is the necessity of sustainable development. Furthermore, it also has the feasibility, such as the foundations of law, policy, economy, reality and theory. The author put forward the conception of constructing environmental education's legislation in China, by theoretical research on its aim of value, legislative foundation, basic principles and legal status, etc.The timing of legislation on environmental education has been a crucial problem of China. The task of setting legislation should carry out first in selected areas, and the experiences can be of great help in lowering unexpected cost of further legislation. The author hoped that this paper could be useful in conducting the direction of environmental education's development, and resolving environmental problems in China. |
